Electrical Engineer (PE) – Electric Delivery QA/QC & Construction Oversight

Position Overview
The Electrical Engineer (PE) will support the Electric Delivery organization by providing engineering oversight, quality assurance (QA), and quality control (QC) across capital construction and infrastructure programs. This role will act as an owner’s representative, ensuring Engineering, Procurement, and Construction (EPC) contractors execute work safely, in compliance with utility standards, regulatory requirements, and approved designs.
This individual will collaborate closely with Electric Delivery Engineering, Construction Management, Safety, and Operations teams to ensure projects are delivered with high quality, minimal rework, and long-term system reliability.
Key Responsibilities
- Serve as a PE-level technical authority providing QA/QC oversight of electrical construction activities performed by EPC firms.
Review and approve:
- Construction drawings
- Equipment specifications
- Installation methods and test plans
- Ensure compliance with:
- Utility engineering standards
- NEC, NESC, IEEE, ANSI
- Local, state, and federal regulatory requirements
- Conduct field inspections and audits to verify construction quality, workmanship, and adherence to approved designs.
EPC & Contractor Management
- Act as the utility owner’s engineer, interfacing directly with EPC firms, inspectors, and construction managers.
Identify and resolve:
- Construction quality issues
- Non-conformance reports (NCRs)
- Support root-cause analysis and corrective action plans for quality deficiencies.
- Participate in contractor performance evaluations and quality reviews.
- Support construction readiness reviews, pre-construction meetings, and turnover processes.
- Review and validate:
- Commissioning and energization readiness
- Provide technical support during system energization, cutovers, and acceptance testing.
- Promote a strong safety and quality culture across Electric Delivery projects.
- Identify risks impacting system reliability, safety, or regulatory compliance.
- Support continuous improvement initiatives to reduce rework, improve contractor quality, and standardize best practices.
Required Qualifications
- Bachelor’s degree in Electrical Engineering (or related discipline).
- Professional Engineer (PE) license – required.
- 7+ years of electrical engineering experience with a strong focus on construction and field execution.
Hands-on experience supporting utility electric delivery projects, such as:
- Distribution and/or transmission systems
- Substations
- Underground and overhead infrastructure
- Proven experience providing QA/QC oversight of EPC firms.
Strong working knowledge of:
- NEC, NESC, IEEE standards
- Utility construction practices and specifications
- Ability to interpret engineering drawings, specifications, and construction standards.
Preferred Qualifications
- Prior experience working directly for a regulated electric utility.
Familiarity with:
- Commissioning and acceptance testing
- Asset turnover and as-built documentation processes
- Experience working in union construction environments.
- Strong written and verbal communication skills for engaging with contractors and stakeholders.
- A combination of office, field, and job site environments.
- Regular field presence required to support inspections and construction oversight.
- Occasional travel within the service territory.
