overview

this is highly technical work in support programs for the operation of a wastewater treatment facility. Bargaining unit position. The employee is responsible for scheduling inspections and monitoring industrial and commercial use of the city’s sewer system for compliance with the municipal sewer ordinance, collecting wastewater samples for laboratory analysis, determining industrial waste loading and developing cost recovery information, reviewing pretreatment systems for new processes, and providing field assistance with water quality sampling.

work is of more than average difficulty, requiring field inspections, laboratory testing, and analysis of data. The employee supports compliance reports, leads workers on a task basis, and may exercise lead worker responsibility over a number of employees. The role involves collecting and testing water samples, reviewing pretreatment systems, assisting with odor control inspections, maintaining customer communications, and managing an outside contract for chemicals and equipment.

  • act as a lead worker and assist in assigning and inspecting tasks of industrial pretreatment and odor control technicians.
  • assist the supervisor with identifying training needs and resources; train technicians on investigative procedures and use of the imaint cmms database.
  • explain and demonstrate work procedures; maintain records and submit reports of field activities.
  • plan technical programs that support operation of an advanced wastewater treatment facility.
  • conduct field surveys or investigations to collect information, resolve complaints, and assess impact of service.
  • investigate the source of toxic pollutants to take corrective action.
  • perform periodic sample collection and inspection of industrial effluents and pretreatments.
  • prepare and maintain reports, charts, and graphs for assigned tasks.
  • ensure compliance with safety procedures and inspect equipment for conformance to safety standards.
  • maintain general maintenance of sampling and flow‑measuring equipment, including mechanical and electrical repair.
  • develop databases to facilitate data retrieval; enter/retrieve data to maintain accurate records.
  • maintain biological organisms used for water testing.
  • perform mathematical calculations for work projects and related assignments as required.
knowledge, skills & abilities

considerable knowledge of principles, practices, methods, and equipment used in wastewater operations and maintenance; facilities, equipment and operating practices related to a wastewater treatment plant; water quality monitoring procedures.

working knowledge of occupational hazards, appropriate precautions, and methods of promoting safety; practices, methods, materials, and tools of the mechanical trades.

ability to make operational adjustments to laboratory and pre‑treatment equipment; conduct basic laboratory tests; maintain records and prepare concise reports; establish and maintain effective working relationships with employees and the general public.

skill in operating equipment utilized in wastewater measurement, sampling, and pre‑treatment operations; operation of a lightweight motor vehicle.

minimum qualifications
  • graduation from an accredited high school or ged with five (5) years of wastewater field services or operations experience; or an equivalent combination of training and experience.
  • for city of tampa employees, two (2) years of experience as a field services technician ii.
licenses or certifications

possession of a valid florida driver’s license and florida industrial pretreatment association (fipa) a, b, and c level certification.

examination

evaluation of education and experience. Drug testing is included in all pre‑employment processing.
