Franklin Street is currently seeking an Assistant Chief Engineer to join our team in Tampa, FL.

The ideal candidate must possess 5‑7 years of related work experience or a previous position as Lead Operating Engineer or similar in the property management field, a high school diploma or GED equivalent, and strong business‑level communication skills.

Position Overview

The Assistant Chief Engineer’s primary responsibility is to oversee the efficient operation of all building systems and to inform the Chief Engineer and Property Manager of any condition affecting building services, facility, or client safety and comfort.

  • General responsibilities, as a skilled tradesperson, focusing on building operations: reactive and preventive maintenance, small project execution, energy management, client satisfaction, engineering staff supervision, training, subcontractor supervision, and budget control.
  • Assists the Chief Engineer or Property Manager in overseeing the maintenance and continuous operation of all building systems, including fire and life safety, mechanical (HVAC, plumbing, controls), electrical (lighting, UPS, PDU, generators, primary switch gear), cabling (data and voice, broadband), lighting and temperature controls systems, critical environments, light construction, digital systems, and Audio/Visual services.
  • Performs and directs the performance of all service requests, communicating with the Facility Management Team to establish priorities, ensuring minimal disruption, overseeing accurate and timely completion of service request forms, and reviewing monthly summaries to identify recurring operational issues.
  • Assists in the organization and management of all administrative functions related to the engineering department, including budgeting, financial control, compliance, reporting, energy accounting, and productivity.
  • Coordinates construction activities, managing contractors, reviewing facility build‑out plans, and conducting pre‑occupancy inspections.
  • Assists in the formulation and implementation of the preventive maintenance program, scheduling maintenance to cause minimal disruption.
  • Ensures availability of an adequate operating inventory of tools and supplies, sourcing materials.
  • Produces the annual operating budget in collaboration with management and 5‑/10‑year capital plans.
  • Creates purchasing specifications, performs competitive bid analysis, and monitors the quality and pricing of maintenance work performed by outside contractors, ensuring timely contract performance.
  • Understands engineering design and operational aspects of each building system, identifying shortcomings and proposing enhancements, and determining when equipment requires replacement or reconditioning.
  • Performs additional job duties as requested.
Compliance
  • Maintains all infrastructure and compliance documentation, including up‑to‑date building drawings, single‑lines, and regulatory documentation mandated by federal, state, or local law.
  • Ensures compliance with applicable national and local codes and regulations.
Safety
  • Responsible for site safety, including issuance, inventory, and compliance control of personal protective equipment (PPE) in line with OSHA regulations and company policies.
  • Ensures safe and efficient operation of the facility and all building systems.
  • Implements emergency procedures for the engineering team.
  • Maintains government regulatory compliance, EPA/OSHA compliance, safety program, CFC handling, and related programs.
  • Provides advance training and notification to contractors so they are informed of the building’s critical functions and the work they are to perform, including incident contact response lists.
Supervisory Responsibilities
  • Assists in training and supervision to expand engineering team capabilities, including demonstrating proper tool usage, providing hands‑on instruction, developing work schedules, evaluating job performance, conducting progress reviews with the Chief Engineer, recommending training courses, instilling professionalism in appearance and manner, and screening candidates in line with diversity goals.
