Position Overview and Responsibilities:

In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position.

This position involves advanced engineering technical work in the Permitting and Waste Cleanup program and the application of Department rules and statutes in these areas.

* Review and evaluate complex permit applications and/or waste cleanup documents for conformance to Federal and State of Florida rules and regulations.

* Apply the principles of good engineering practices and pollution prevention in evaluating site acceptability and existing facility operation.

* Perform site inspections, as necessary, in support of reviews and evaluations.

* Produce requests for additional information, if required, and permits/documents that are technically correct, clear, understandable, and consistent with prescribed rules and Department guidance and procedures.

* Write permits/waste cleanup documents and requests for additional information (when required) within time frames provided in department rules, guidance, procedures, and district goals.

* Work towards achieving Permitting and Waste Cleanup program metrics.

* Ensure that the data entry corresponding to all assigned projects is entered into the department's databases and Oculus timely and appropriately, consistent with standard operating procedures.

* Provide technical assistance to Compliance Assurance Program, as needed.

* Initiate waste cleanup enforcement action (if assigned).

* Mentor staff on application/cleanup document reviews, conduct peer reviews, and/or approve documents on behalf of the administrator.

* Maintain effective internal communications with supervisors and coworkers in keeping with the Agency's standards and expectations for communication effectiveness.

* Provide regulatory assistance, such as outreach, permitting determinations and exemptions, to permittee and/or company representatives, other FDEP programs (including the Power Plant Siting Office and the Power Plant NPDES Program), delegated local programs, and other interested parties.

* Perform other duties as assigned by management.

Required Knowledge, Skills, and Abilities:

* Knowledge of the terminology, principles and analytical techniques of the physical or natural sciences or engineering.

* Ability to understand and apply applicable rules, regulations, policies and procedures relating to environmental programs.

* Ability to evaluate, analyze and interpret engineering calculations, plans and designs.

* Ability to determine work priorities and ensure proper completion of work assignments.

* Ability to work independently.

* Ability to monitor and inspect engineering projects.

* Ability to prepare technical reports.

* Ability to communicate effectively and professionally, both verbally and in writing.

* Ability to establish and maintain effective working relationships with co-workers and leadership.

* Ability to interact with customers in a tactful and courteous manner.

* Ability to cross-train into multiple regulatory programs.

* Ability to meet established performance standards as identified in the district performance standards document.

* Skills in producing quality work with little oversight and rework.

* Experience with process review and efficiency implementation through use of continuous improvement strategies.

* Experience with workload coordination within a multi-disciplined team.

Minimum Qualifications

* At least 4 years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.

* Maintain a valid Driver License

* Required to travel

Position of Special Trust Requirement:

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

Pay:

$64,931.85 annually
