Job Description

The Director of Treasury Services is responsible for overseeing the investment activities, under the directions of the Clerk of the Circuit Court (Clerk) and the Investment Oversight Committee. This position is also responsible for the day‑to‑day administration and oversight of the treasury management activities of both the Board and Clerk, including cash flow, investments, banking, and debt. In addition, the Director works collaboratively with outside consultants, investment advisors, and other County agencies to ensure that transactions are properly accounted for in accordance with governmental accounting practices and policies.

Supervision is exercised over subordinate professional and administrative personnel.

Salary Range

$85,030.40 - $ annually

Job Specific Competencies

  • Ability to complete complex financial analysis of accounts and funds and prepare and evaluate financial systems.

  • Must have the ability to operate a computer and be proficient with Microsoft Office Suite.
Representative Duties
  • The list of essential functions outlined here is representative of the tasks performed in this position. The omission of essential functions does not preclude the assignment of additional duties not listed.
  • Administers the procurement of financial services for the County and Clerk, including preparing requests for proposals and managing the solicitation of bids.
  • Monitors the Clerk and County's cash positions daily and ensures funds are wired as needed to maintain adequate balances to pay financial obligations, for example, payroll, vendor payments, and debt service payments.
  • Responsible for recording all purchases and sales/maturities of investments in Sympro.
  • Calculates investment earnings and adjustments to fair value for all investments and allocates earnings to participating funds.
  • Administers and oversees the County's debt portfolio and debt‑related cash and investment accounts to ensure compliance with bond indentures and demonstrates fiscal responsibility to citizens, bondholders, bond insurers, and bond rating agencies.
  • Work with the Clerk's outside financial advisor to review all debt related documents prior to issuance and/or refunding to make recommendations for changes.
  • Responsible for preparing/reviewing ongoing required disclosures related to bond and other debt documents.
