POSITION SUMMARY

The Director, Financial Planning & Analysis (FP&A) reports directly to and supports the Chief Financial Officer in directing the Early Learning Coalition of Hillsborough County (the “Coalition’s”) financial analyses, budgeting, forecasting, and performance management functions. Working collaboratively with the Controller, this position plays a critical role in recommending budgetary actions in support of driving operational performance.

The job functions include developing advanced reports and performing financial analysis at the Coalition, Fund, and Account levels. In collaboration with the Controller, this position leads the annual planning and budgeting process, develops templates, and performs consolidations, and forecasts the Coalition's financial results every month.

The Director, Financial Planning & Analysis (FP&A) also leads monthly financial analysis to understand underlying operational metrics and how trends impact fiscal sustainability. This role also serves as a consultant to Directors within the organization, advising them of current budgetary information and working with leadership to create a fiscal strategy that aligns with the organization's goals. This position has full oversight over the Provider Reimbursement and Grant Compliance teams, and implements necessary controls, training, and process improvements to ensure that all related work is performed in conformity with the applicable Laws, Rules and Regulations, and Grant Agreement stipulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES Financial Planning and Analysis (75%):
  • Lead the development of the Coalition's annual operating and grant budgets
  • Maintain and update the Coalition’s Financial Model for all personnel costs, including Benefits
  • Prepare multi-year financial forecasts and financial analyses
  • Provide monthly forecasting updates, ensuring that new Notices of Award and the related Targets and Restrictions are considered
  • Monitor DEL SR Grant utilization and recommend enrollment planning
  • Develop Executive Dashboards reflecting grant utilization, and DEL Targets and Restrictions
  • Track and monitor Local Grant funds and expenditures
  • Lead or co-lead special projects
  • Prepare ad hoc financial analyses as needed

    Develop and lead the annual planning and budgeting process, preparing templates and providing support to department heads
Provider Reimbursement, and Grant Compliance (25%):
  • Ensure Provider reimbursement operations comply with federal, state, and local rules and regulations, and requirements
  • Implements necessary controls, training, and process improvements
  • Perform pre-closing (EFSM) Direct Services audits to identify anomalies and remedies
  • Collaborate with Controller and finance team members to ensure monthly Provider payments are accurate and in conformity with EFSM Reports, Rules, and Regulations
  • Partner with the Controller and finance team members to support month-end and year-end activities
  • Assist with audit preparation to ensure supporting documentations are complete
  • Recommend improvements to internal controls, policies, and procedures
  • Crosstrain in all Finance functions
SUPERVISORY RESPONSIBILITIES

This position directly supervises the Manager, Reimbursement and Manager, Grant Compliance

Requirements QUALIFICATIONS
  • Bachelor’s degree from an accredited institution in Finance, Accounting, or Business Management
  • Minimum seven (7) years of Early Learning Coalition (Florida-based) experience in Provider Reimbursement, with at least 3 years in DEL financial reporting, Grant utilization and forecasting, and budgeting
  • Minimum three (3) years of supervisory experience
  • Advanced knowledge of Florida Rule 6M, and fully versed in the use of DEL EFSM platform
  • Proven track record of implementing prudent practices, and process improvements
  • Advanced skills in Microsoft Excel; familiarity with Tableau and Power BI software highly desired
  • Strong initiative and ability to manage multiple projects as well as strong follow through skills.
  • Excellent verbal, interpersonal communication skills, and presentation skills
  • Working knowledge of Generally Accepted Accounting Principles (GAAP)
