Under a five-year contract, the Anti-Terrorism Force Protection-Personnel Recovery Analyst will support the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands. The scope of the requirement includes professional services for MARCENT located aboard Mac Dill Air Force Base (AFB), Florida, which serves as a Component Command to U.S. Central Command (USCENTCOM). Specifically, the Anti-Terrorism Force Protection-Personnel Recovery Analyst will support the Operations Directorate (G-3) within the continental United States (CONUS) and outside the continental United States (OCONUS).
The G-3 advises the COMUSMARCENT in all matters pertaining to current and future operations and is responsible for organizing, directing, and controlling USMC operations in the USCENTCOM AOR. The G-3 validates all force requirements and coordinates all Global Force Management (GFM) requirements with the Service and USCENTCOM. The G-3 has primary staff cognizance over training, readiness, personnel recovery, and force protection across the war fighting functions.
The G-3 synchronizes the associated supporting actions required to conduct current and future operations and reporting across the staff.
- Provide Anti-Terrorism Force Protection (AT/FP)/Personnel Recovery Analysis services
- Provide AT/FP information, advisories, assessments, and assistance to Marine Forces deployed in the CENTCOM AOR
- Identify and assist the MARCENT AT/FP Officer with the implementation of new or alternative AT/FP systems
- Analyze and prepare recommendations on Universal Needs Statements (UNS) and Combating Terrorism Readiness Initiative Funds (CBTRIF)
- Support requirements to provide Critical Infrastructure Protection Support, conduct vulnerability assessments for forward deployed forces, analyze available threat data, and provide recommended mitigation measures
- Analyze improvised explosive device (IED) data as well as Unmanned Aircraft Systems threat data and provide recommended counter measures
- Ensure data readiness of the MARCENT Isolated Personnel Report (ISOPREP) database
- Coordinate personnel recovery and AT/FP training for forward deployed forces
- Must possess a current US Passport with ability to travel and work overseas.
- Must be able to meet COMSEC briefing and Local Element management certification requirements available under the OPNAVINST 2201.4, DoD Instruction 8523.01 and Air Force Manual 17-1301.
- Must be able to complete an in-scope (per current DoD 6-year reinvestigation requirement), favorable, ST5 investigation (to include SBPR, PPR, T5R, or current enrollment in the DoD Continuous Evaluation (CE) / Continuous Vetting (CV) program), adjudicated for SCI eligibility by the DoD Central Adjudication Facility (DoD CAF) without conditions, exceptions, or waivers at the time of performance and must maintain the level of security required for the life of the contract.
- Must possess a TS/SCI Security Clearance
- Possess full understanding and experience with all component level AT/FP orders, policies, training, processes, equipment, tasks, and USMC Tactical Recovery of Aircraft and Personnel missions
- Be available for travel less with than 24 hours-notice
- Experience analyzing improvised explosive device (IED) data as well as Unmanned Aircraft Systems threat data
- Experience working with Universal Needs Statements (UNS) and Combating Terrorism Readiness Initiative Funds (CBTRIF) preferred
- Five years’ military experience
