- Must be able to meet COMSEC briefing and Local Element management certification requirements available under the OPNAVINST 2201.4, DoD Instruction 8523.01 and Air Force Manual 17-1301.
- Must be able to complete an in-scope (per current DoD 6-year reinvestigation requirement), favorable, ST5 investigation (to include SBPR, PPR, T5R, or current enrollment in the DoD Continuous Evaluation (CE) / Continuous Vetting (CV) program), adjudicated for SCI eligibility by the DoD Central Adjudication Facility (DoD CAF) without conditions, exceptions, or waivers at the time of performance and must maintain the level of security required for the life of the contract.
- Must possess a TS/SCI Security Clearance
- Higher education degree in a relevant field preferred or military experience as a Strategist, SAMs, or SAW graduate
Experience Required
- Experience in the development and analysis of MARCENT strategy, policy, campaign plans, posture plans, programs, and requirements preferred
- Experience developing assessments, information papers, and briefs preferred
- Experience in the planning of Executive-level off-sites, conferences, and presentations preferred
- Mastery of the English language and exceptional writing and communication skills required
- Ten years' military experience
Job Objective Under a five-year contract, the Strategy and Policy Analyst will support the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands. The scope of the requirement includes professional services for MARCENT located aboard Mac Dill Air Force Base (AFB), Florida, which serves as a Component Command to U.S. Central Command (USCENTCOM). Specifically, the Strategy and Policy Analyst will support the Plans and Policy Directorate (G-5) within the continental United States (CONUS) and outside the continental United States (OCONUS).
The G-5 assists and advises the COMUSMARCENT in joint-level and service-level planning, deliberate planning, crisis action planning, force deployment planning, Information Operations (IO), Special Technical Operations (STO)/Special Access Programs (SAP), command strategy and policy generation, doctrine review and analysis, Naval, command relationships, componency, security cooperation, CENTCOM exercises, Key Leader Engagement (KLE), operational assessments, and requirements development, validation, and prioritization.
Responsibilities
- Provide strategy and policy analysis services to ensure MARCENT strategy and policy is aligned with Combatant Command, Service, and National level strategy and policy
- Assist in the development of the command's strategy, policy, campaign plans, posture plans, programs, and requirements
- Maintain contact with, monitor development, and conduct reviews of CENTCOM, Joint, and Service level doctrine to ensure component level approval and compliance
- Develop assessments, information papers, and briefs, as well as facilitate the required coordination between the staff sections and action officers, to support development and refinement of command strategy and policy
- Write component-level information and position papers on a variety of Joint and HQMC strategy and concept development topics.
- Assist in development of Executive Off Site (EOS), CENTCOM Commander's Conference (CCC), and additional component-level presentations for COMUSMARCENT
- Participate in internal MARCENT Operational Planning Teams and working groups
