The Air Force Civilian Service (AFCS) is looking for a Full-Time Financial Policy Analyst, GS-0501-13 to work at HQ, USSOCOM/Special Operations Financial Management (SOFM) on Mac Dill AFB, in Tampa, Fl.
Duties- Researches, coordinates, establishes, and maintains financial management policy, guidelines, and decisions ensuring compliance with public law, congressional language, DoW guidance, and existing USSOCOM directives particularly with the DoW Financial Management Regulation.
- Produces accurate and timely financial determinations based on requests from the HQ staff, components and TSOCs related to the proper use of USSOCOM’s funding, correct fiscal appropriations, and whether requirements meet the bona fide need of an appropriation.
- Perform reviews of all USSOCOM, Joint Staff, and DoW publications for financial management implications and validates accuracy when applicable.
- Reviews all HQ USSOCOM agreements including Support Agreements, Memoranda of Agreements, Memoranda of Understanding, etc. that contain resource implications to ensure funds are properly used, appropriately budgeted for, and available to meet USSOCOM’s obligations.
- Serves as the USSOCOM lead Financial Manager for Acquisition & Cross-Servicing Agreements (ACSA).
- Organizes, facilitates, and instructs at the week-long Special Operations Forces (SOF) Resource Management course presented multiple times per year. This is the only course within DoW that provides training on the unique aspects of USSOCOMs MFP-11 funding.
- Provides presentations on USSOCOM’s unique funding at other Joint Special Operations University sponsored SOF courses including the Joint SOF Logistics Course and the Joint Special Operations Medical Orientation Course.
SALARY RANGE: $106,437 to $138,370

Qualifications- US. Citizenship required.
- Must be able to obtain and maintain a Top Secret/Sensitive security clearance with Sensitive Compartmented Information (SCI) access as a condition of employment. Safeguards classified or sensitive information and/or files. Ensures security procedures and regulations are strictly adhered to in the processing of classified materials. Has continuing access to sensitive and classified information and a Local Area Network (LAN) classified as SECRET.
- This is a drug testing designated position. Incumbent is subject to random testing for drug use.
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
- May be required to travel on military or commercial aircraft to attend conferences and meetings.
- Knowledge of public policy issues related to financial management including Congressional, OMB, DoD, Joint and Service publications.
- Knowledge of pertinent research and analytical methodology.
- Skill in dealing with decision makers and their immediate staff.
- Skill in interacting with other specialists in the same or related fields and dealing with voluminous amounts of information.
- Ability to explore and present fully the many facets of a policy issue. And to exercise judgement in all phases of analysis – ranging from sorting out the most important problems, to sifting evidence, and framing feasible options.
- Anility to work effectively under the pressure of tight time-frames and rigid deadlines.
