EEC Solutions is looking for a International Special Operations Forces Integration and Assessment SME for the USSOUTHCOM J3-I Engagement Branch / International Engagement. Division.
Note:
This position is contingent upon contract award. Candidates currently living in a Hub Zone designated area are encouraged to apply.
The International Special Operations Forces Integration and Assessment SME supports the Engagement Branch by drafting and maintaining country plans, supporting the planning, coordination and execution of international engagement events, and supporting the management and maintenance of MOAs/MOUs for J3-I personnel exchanges. These activities help ensure the Division maintains fidelity of its efforts and resource investments, remains integrated with the broader USSOCOM Enterprise, and annually assesses and evaluates return on investment (ROI).
Essential Duties and Responsibilities:- Assisting in drafting, staffing, and coordinating plans, roadmaps, and MOA/MOUs in accordance with the USSOCOM partnership plan and Commander's guidance.
- Processing, coordinating, and tracking staffing actions for international negotiations involving Foreign Liaison Officer/Exchange Officer (FLO/EXO) presence; preparing engagement plans and KLE talking points.
- Drafting and maintaining J3I partnernation country plans outlining USSOCOM and partnernation Operations, Activities and Investments (OA&Is).
- Liaising with TSOCs and relevant Headquarters Directorates to align country plans with priorities and objectives.
- Providing quarterly updates and annual assessments of J3I country plans.
- Coordinating across J3I branches and sections to maintain accurate countryplan information.
- Providing SME support for planning and coordinating international engagement events.
- Supporting engagement plans and strategies for negotiation of MOAs with new countries.
- Maintaining a database of USSOCOM international agreements affecting J3I exchange/liaison officers and SOLO placement.
- Preparing Chief of Stafflevel staff packages for J3I international agreements.
- Performing closeout and escort duties under Division Security Procedures.
Qualifications:
- Master's degree in international relations, economics, or related field;
- FSI or equivalent military instruction;
- 10+ years of qualifying Foreign Service/Foreign Area Officer, U.S. Embassy country team, developmental, Department of State, or USAID experience;
- 3 years of federal/GCC/service HQ policy, international agreements, and strategy experience;
- 2 years of negotiations experience or coursework;
- Current DoW Top Secret clearance with SCI eligibility.
