The J39 Information Operations SME serves as a senior IO planner supporting SOCCENT planning, synchronization, and execution of cyber, PSYOP, MILDEC, Civil Affairs, and influence operations. The role drafts plans, CONOPs, briefs, and recommendations, coordinates with DoD and interagency partners, supports intelligence requirements, may travel CONUS/OCONUS, and requires active TS/SCI clearance.

Serves as senior IO planner, integrating cyber and influence effects, coordinating stakeholders, drafting operational plans, advising leadership, and maintaining planning resources.

• Serves as senior Information Operations planner and subject matter expert.
• Supports Information Operations planning, synchronization, and execution.
• Integrates information forces, cyber expertise, and operational effects into plans.
• Coordinates with interagency and intelligence partners on plans, targets, and CONOPs.
• Drafts operational strategies, plans, orders, CONOPs, TTPs, and planning products.
• Provides briefings, recommendations, and written inputs to refine operational objectives.
• Maintains planning resources, databases, best practices, lessons learned, and stakeholder contacts.

• Senior Information Operations (IO) planner and subject matter expert experience.
• Senior-level experience and knowledge in Cyber Operations (CO), Civil Affairs (CA), Psychological Operations (PSYOP), and Military Deception (MILDEC) operational planning and execution.
• Knowledge of joint doctrine and joint planning concepts, including Joint Operation Planning Process (JOPP) and Adaptive Planning and Execution (APEX).
• Knowledge of joint military operations, including command and control (C2) processes and the military decision-making process.
• Ability to translate technical content and tactics, techniques, and procedures (TTPs) orally and in writing into high-level briefs, point papers, and talking papers.
• Ability to draft CONOPS, concept plans, operations orders, operations plans, fragmentary orders, execution orders, exercise directives, joint planning products, SOPs, implementation plans, requirements analyses, TTPs, and assessments.
• May require CONUS/OCONUS travel as required.
• Must remain fully qualified and current with all specified/required training.
• Must possess an active TS/SCI clearance.
