ABOUTTHIS ROLE
St. Michael's is hiring a Senior Acquisition Analyst to support a Department of Defense (DoD) client. As a Senior Acquisition Analyst, you will collect and analyze metrics and requirements from supported organizations; develop elements of program acquisition strategies and coordinate program information with internal and external stakeholders. You will be in a client-facing role that will benefit from your experience in US Navy ships or submarines, submersible, or Naval ship design, construction or certification processes and criteria.

WHO YOU ARE- Active Top-Secret Clearance (with ability to obtain SCI)
- Bachelor's degree in acquisition, business, or related field
- Minimum of 10 years of experience in minimum of ACAT III-level DoD Acquisition Program
- Demonstrated expert-level experience in a DoD program management role in which in-depth knowledge of DoD-level stakeholder engagement in support of major defense systems is required
- Demonstrated experience with DoD ACAT I and II program management, contract management strategies, and cradle-to-grave system development
- Expert knowledge of the Defense Acquisition System as directed by DoD Instruction 5000.02, "Operation of the Defense Acquisition System."
- Expert knowledge of project management/scheduling software applications such as MS Project
- Experience with task management systems, proficient in building executive-level briefings, and able to apply acquisition experience to formulation and consolidation of official responses to taskers, RFIs, etc.
- Knowledge of price and cost analysis sufficient to review proposals, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position; ability to properly apply funding rules associated with the obligation of multiple types of appropriations
- Experience with coordination and integration across multiple programs (cross-program/horizontal integration)
- Experience in researching, comprehending, assessing, and briefing new technologies, utilizing knowledge of existing capabilities to determine the feasibility of new technologies across a portfolio of capabilities
- Education and Experience:
Master's degree in business or acquisition, and
10 years of experience in a minimum of ACAT II-level DoD Acquisition Program - Knowledge of SOF-unique acquisition processes is valued
- Experience staffing SAMPs, APBs, and 70-1 documents for projects, combat evaluations, and studies is highly desired
- Experience in staffing FM worksheets for AF9 and DD448 funding, spend plan build development, market surveys, and technical evaluations is highly valued
- Provide significant, expert-level acquisition support to government counterparts for PEO-M programs under USSOCOM 70-1.
- Develop program documentation to include SOW, PWS, SAMP, APB, ADM, program protection plans, financially focused spend plans, Congressional Briefs, ZBTs/Issues, and oversee DoD 5000, JCIDS/SOFCIDS, and SOF unique processes for technology projects and acquisition programs.
- Expertly adjust programmatic support to meet emergencies, changing programs or production requirements within available resources and without sacrificing completeness and accuracy.
- Recommend and design strategies to increase the effectiveness and efficiency of acquisition business processes.
- Work with organizational managers, budget personnel, logisticians, and engineering authorities to develop and gain approval for proposed projects.
