Position Concept

A Systems Analyst develops applications; implements software packages, integrates applications, and provides 24x7 application support. Collaborates on all phases of the software development life‑cycle with a focus on the application design, development and implementation. Utilizes appropriate development tools and technologies in keeping with the IT architecture.

Focus Area

The primary focus is support of Tampa Electric’s Energy Control Center by managing GE’s E‑terra EMS. This real‑time system helps TECO monitor the transmission and generation assets that make up the Bulk Electric System for Tampa. Responsibilities include administering and supporting the EMS for operators, handling data from the EMS for external departments, programming and database interactions, and supporting smaller ETL applications.

Advancement to a higher level is based on value added to the company through increased duties, responsibilities and accomplishments. It is not automatic but based on direct observation of performance, accomplishments, qualifications and business or technical needs.

Working Conditions

Most work performed in an office environment; occasional travel to operating locations is required.

Level 1 – Associate Systems Analyst

Develops software of limited complexity. Provides primary support for one or more applications. Participates on Application Development and Support teams. Works under direct supervision.

  • Develop software of limited complexity based on specifications.
  • Implement software packages with limited configuration and integration.
  • Integrate applications with limited interface complexity.
  • Provide 24x7 primary support for niche or core applications and secondary support for mission‑critical applications.
  • Support request and analysis phases of SDLC by assisting with documentation and estimates.
  • Execute design, development and implementation phases of SDLC under guidance of senior staff.
  • Participate in application development and support team and project teams.
  • Acquire and maintain knowledge of relevant business areas and technical skills.
Qualifications – Level 1

Education

Required:

Bachelor’s degree in Information/Computer Science, Business Administration, Engineering, Mathematics, Information Systems or equivalent.

Alternative:
Bachelor’s degree may be substituted by additional related experience.

Preferred Certifications
Certifications in specific job‑related disciplines are preferred.

Related Experience

Required:

Minimum one year experience in systems analysis, design, and development. If no bachelor’s degree, a minimum high school diploma plus four or more years related experience may be considered.

  • Working knowledge of business software applications and hardware technologies.
  • Good verbal, written, analytical and interpersonal skills.
  • Understand project plans and articulate role, project goals and timelines.
  • Working knowledge of Microsoft Office suite.
  • Comprehend technical design specifications and understand development tools and technologies that support the IT architecture.
Level 2 – Systems Analyst

Develops software of moderate complexity. Provides primary and/or secondary support. Participates on teams and may serve as technical lead on small projects, works under moderate supervision.

  • Develop software of moderate complexity based on specifications.
  • Implement software packages requiring moderate configuration and integration; may involve vendor resources.
  • Integrate applications with moderately complex interfaces.
  • Provide 24x7 primary and/or secondary support for applications classified as niche, core or mission‑critical.
  • Support request and analysis phases of SDLC by producing documentation and estimates with review by senior staff.
  • Execute design, development and implementation phases of SDLC producing deliverables with review by senior staff.
