Lead DoW Enterprise Knowledge Manager
Location:
On-site at Mac Dill AFB, Tampa FL
As the Lead DoW Enterprise Knowledge Manager, you will:
- Support a CENTCOM CUXS program focused on irregular warfare.
- Drive the creation of discoverable, fused, accurate, and secure knowledge products derived from open source, commercially enabled, private sector, financial, trade, judicial, and law enforcement data, aggregated and managed across both unclassified and air‑gapped NAS environments.
- Manage the knowledge lifecycle: taxonomy, metadata, records management, content curation, access controls, retention, and repository governance across unclassified and isolated NAS environments.
- Administer SharePoint (onprem and/or O365) and M365 services where authorized: site/library creation, permissions, workflows, search optimization, and user support for KM consumers.
- Design and maintain data architecture, naming conventions, taxonomies, and interfaces to analytic/operational systems (e.g., Advana, Palantir, C2IE) to support decision advantage.
- Implement and enforce data handling policies, classification/tagging, cross‑domain transfer controls, and chain of custody procedures consistent with DoW and federal law enforcement guidance.
- Produce and maintain KM metrics, dashboards, and reports on repository health, access, usage, and data quality.
- Gather and document user and system requirements.
- Produce logical/physical data models and coordinate implementation with DBAs/developers.
- Develop and deliver SOPs, user training, outreach, and change management for secure KM practices across distributed teams and mission partners.
- Support incident response for data access or content integrity issues; coordinate evidence handling with IA/cyber and law enforcement partners.
- Participate in accreditation/AATO documentation as it relates to knowledge products and repositories.
- Improvements in search/retrieval time via taxonomy/metadata enhancements.
- Repository/SharePoint availability as defined in SLA.
- KM ingest throughput and accuracy metrics.
- Number/resolution time of KM incidents and completed lessons.
- Completed KM‑related artifacts for accreditation/ATO packages.
- Bachelor's degree in Information Systems, Library & Information Science, MIS, Computer Science, or related field and 8+ years focused experience in knowledge, records, or data management. An additional 4 years of experience will be considered in lieu of the bachelor's degree.
- Minimum of 5 years in DoW, federal law enforcement, or Combatant Command environments.
- Demonstrated administration experience with SharePoint (onprem and/or O365) and M365 search/workflow capabilities.
- Experience with taxonomy design, metadata standards, records management, and content curation.
- Familiarity with secure cross‑domain sharing, chain of custody, and federal records retention guidance.
- Knowledge Management certification.
- Strong written, facilitation, stakeholder engagement, and training skills.
- U.S. citizenship required.
- Current passport.
- Active DoW Top Secret security clearance with SCI eligibility.
- Master's in Library Science, Information Science, or related discipline.
- Experience integrating KM with analytic platforms (Palantir, Advana, C2IE, etc.).
- Experience operating or coordinating with air‑gapped repositories and media handling for federal law enforcement data.
- Scripting or basic SQL for metadata automation and data validation.
- Prior program management or team lead experience; history producing SOPs and training for classified/isolated environments.
$112,000 - $179,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
