  • Must possess a current US Passport with ability to travel and work overseas.
  • Must be able to meet COMSEC briefing and Local Element management certification requirements under OPNAVINST 2201.4, DoD Instruction 8523.01, and Air Force Manual 17-1301.
  • Must complete an in‑scope, favorable ST5 investigation (including SBPR, PPR, T5R, or current enrollment in the DoD Continuous Evaluation / Continuous Vetting program) and be adjudicated for SCI eligibility without conditions, exceptions or waivers. Must maintain the required security level for the life of the contract.
  • Must possess a TS/SCI Security Clearance.
Experience Required
  • Expert understanding and experience of MARCENT Information Operations for development of contingency, joint, bilateral, and multilateral plans.
  • Preferred:
    Experience and operational knowledge of Military Information Support Operations (MISO), Electronic Warfare (EW), Offensive Cyberspace Operations, Military Deception (MILDEC), Special Technical Operations (STO), Interagency coordination, and non‑lethal targeting.
  • Ten years of military experience.
Job Objective

Under a five‑year contract, the Information Operations (IO) Planner / Analyst will support the United States Marine Corps Forces, Central Command (MARCENT) and subordinate commands. The scope includes professional services for MARCENT located aboard Mac Dill Air Force Base (AFB), Florida, which serves as a Component Command to U.S. Central Command (USCENTCOM). Specifically, the planner will support the Plans and Policy Directorate (G‑5) within the continental United States (CONUS) and outside the continental United States (OCONUS).

The G‑5 assists and advises the COMUSMARCENT in joint‑level and service‑level planning, crisis action planning, force deployment planning, Information Operations (IO), Special Technical Operations (STO)/Special Access Programs (SAP), command strategy and policy generation, doctrine review and analysis, naval command relationships, componency, security cooperation, CENTCOM exercises, Key Leader Engagement (KLE), operational assessments, and requirements development, validation, and prioritization.

Responsibilities
  • Provide information operations (IO) planning analysis services.
  • Provide subject‑matter expertise on IO, MISO, EW, Offensive Cyberspace Operations, MILDEC, STO, Interagency coordination, and non‑lethal targeting.
  • Attend USCENTCOM conferences, MARCENT working groups, and Battle Rhythm events; provide conference summary reports and presentations to MARCENT personnel.
  • Assist with MARCENT staff reviews of USCENTCOM planning products and generate responses to USCENTCOM for MARCENT submission.
  • Ensure all plans reflect IO equities.
  • Support development of Component supporting plans to Combatant Command OPLANs and CONPLANs.
  • Attend joint, bilateral, multilateral, and coalition planning conferences and working groups.
  • Provide IPRs on planning efforts to the MARCENT Commander and staff as required.
  • Assist in developing assessments, briefs, information papers, and standard naval messages.
  • Serve as an expert on all matters involving STO, SAP, and programs with SAR, SCI, and other classified program issues for MARCENT.
  • Assist the MARCENT STO Chief with the maintenance of MARCENT's STO and SAP facility.
  • Ensure MARCENT maintains STO/SAP/SAR/SCI accreditation to support the commander’s mission.
  • Conduct periodic quality control reviews to ensure compliance with regulatory directives and maintain facility flexibility.
  • Facilitate the screening, initial training, and periodic retraining of approximately 30 personnel for SAP access.
Security Clearance
  • Must possess a TS/SCI Security Clearance.
Work Location & Travel
  • MARCENT, Mac Dill Air Force Base, Tampa, Florida.
  • Travel: Contractor personnel must support projected travel to MARCENT AOR and supporting locations, including Bahrain, United Arab Emirates, Saudi Arabia, Jordan, Egypt, France, Germany, United Kingdom, Oman, Qatar, Kuwait, Iraq, Israel, Afghanistan, Syria, Lebanon, Yemen, Pakistan, Turkmenistan, Uzbekistan, Kyrgyz Republic, Tajikistan, Kazakhstan, Djibouti, Cyprus, Turkey, Italy, and Greece. The ideal candidate will be available for travel on less than 24‑hour notice and possess the ability to execute OCONUS travel throughout the Central Command (CENTCOM) AOR.
