OverviewGovCIO is currently hiring for a IT Project Manager to provide operation and integration support for a international multi-vendor infrastructure, including various networks, systems, and cyber security. This hybrid position will be located in Tampa, FL. On-site requirements are based on project requirements.
ResponsibilitiesThe FMS IT Project Manager II is responsible for planning, coordinating, executing, and monitoring Foreign Military Sales (FMS) information technology and cybersecurity projects supporting U.S. Government and international partner-nation customers. The Project Manager develops and maintains integrated project plans, schedules, budgets, risk management plans, deliverables, and performance metrics to ensure assigned projects are completed within the approved scope, schedule, cost, quality, and contractual requirements.
The position leads multidisciplinary project teams consisting of engineering, cybersecurity, logistics, procurement, integration, fielding, training, and other technical personnel. The Project Manager coordinates activities across internal teams, vendors, subcontractors, U.S. Government stakeholders, and international customers to support the delivery of IT, communications, cybersecurity, and technology modernization capabilities.
The Project Manager monitors project performance, identifies risks and issues, develops corrective actions, and provides timely project status reporting to program leadership and customers. The position generally reports to a Program Manager and may manage one or more concurrent FMS projects throughout their life cycles.
Key Responsibilities- Develops, maintains, and executes integrated project management plans for assigned FMS IT and cybersecurity projects, including scope, schedule, cost, resources, risks, dependencies, and contract deliverables.
- Manages assigned projects through requirements definition, design, procurement, integration, implementation, testing, fielding, training, acceptance, and transition to sustainment.
- Leads multidisciplinary project teams consisting of engineering, cybersecurity, logistics, procurement, integration, fielding, training, and technical support personnel.
- Establishes project objectives, milestones, work packages, schedules, and performance measures in alignment with contractual requirements and customer priorities.
- Coordinates project activities with U.S. Government program offices, international partner-nation representatives, vendors, subcontractors, OEMs, and other stakeholders.
- Manages and tracks project schedules, budgets, resources, deliverables, and performance against approved project baselines.
- Identifies project risks, issues, constraints, and dependencies; develops mitigation strategies and corrective actions to minimize impacts to cost, schedule, technical performance, and customer commitments.
- Monitors project execution and develops mechanisms for early identification of schedule, technical, procurement, logistics, or resource challenges requiring management intervention.
- Manages the integration and execution of vendor and subcontractor activities and reviews deliverables for completeness, quality, schedule compliance, and contractual alignment.
- Coordinates procurement, logistics, material readiness, international shipment, installation, integration, and fielding activities in support of project objectives.
- Ensures applicable ITAR, EAR, export-control, security, contractual, and FMS requirements are incorporated into project planning and execution.
- Supports development, review, and management of project requirements and ensures traceability from customer requirements through implementation, testing, and acceptance.
- Ensures project deliverables meet established quality standards, customer requirements, technical specifications, and contractual acceptance criteria.
- Plans and coordinates technical reviews, site surveys, design reviews, integration activities, testing events, acceptance activities, and other project lifecycle milestones.
- Conducts recurring project meetings, technical coordination meetings, schedule reviews, risk reviews, and stakeholder status briefings.
- Prepares and presents project status reports, schedules, risk assessments, financial updates, decision briefs, executive summaries, and other customer or program-management deliverables.
