CDBG Grants Manager - Disaster Recovery / Manager, Program Management /p

The CDBG Grants Manager supports disaster recovery programs in Central and West Florida. Additionally, this role will support new multifamily housing,multifamily rehabilitation,infrastructure improvements,public services, andpublic facilities projects.

pThis position is responsible for project-level management and compliance oversight to include: monitoring program activities; providing technical guidance to clients; supporting program design; and ensuring funded activities meet

CDBG-DR eligibility and align with approved action plans. The incumbent may also support development of program policies and procedures,procurement documents, and related grant administration materials.

pPreferred candidate will reside in Tampa Bay or Orlando.

ob Duties rogram Compliance & Eligibility ul liReviews client-proposed projects and activities to verify eligibility under CDBG-DR regulations, HUD guidance, and applicable state/local policies liAdvises clients on national objective requirements, duplication of benefits (DOB) determinations, and tie‑back documentation liMonitors program activities for compliance with federal cross‑cutting requirements, including procurement, environmental review, fair housing, Section 3, and Davis‑Bacon liSupports audit and monitoring readiness by ensuring client files are complete and properly documented within the system of record /ul roject-Level Management ul liReviews and tracks project documentation, funding requests, and contract deliverables to support compliance and performance standards liAssists clients in resolving compliance issues or eligibility questions in real time to prevent disallowed costs /ul olicy and Procedure Development ul liDrafts and refines program policies, procedures, and implementation manuals to align with HUD and state guidance liConducts policy and processes reviews to identify opportunities for program improvement and efficiency /ul rocurement and Solicitations ul liDevelops and drafts solicitations (e.g., RFAs, RFPs, IFBs) that meet federal, state, and local procurement requirements liReviews and evaluates proposals or bids for eligibility, cost reasonableness, and alignment with program objectives liProvides procurement and contracting guidance to client agencies to ensure compliance with 2 CFR 200 and HUD procurement standards /ul ocumentation and Reporting ul liMaintains organized project records within the system of record and/or client database to support clear audit trails liPrepares and reviews program reports, project summaries, and funding analyses for client and regulatory reporting liSupports clients in drafting action plan amendments, performance reports, and closeout materials liOther duties as assigned /ul upervisory Responsibilities:  ul liMay supervise production and administrative staff /ul ualifications, Knowledge,

Skills and Abilities

ducation: ul liHigh School Diploma (or equivalent), required liBachelor’s degree in Public Administration, Urban Planning, Business, or Finance, OR four (4) to six (6) years’ experience in Public Accounting or Professional Services industry, preferred /ul xperience: ul liMinimum five (5) yearsof grants or program management experience, including three (3) or more yearsof direct CDBG-DR or CDBG experience, required liDemonstrated experience supporting HUD-funded projects such as housing rehabilitation, infrastructure, and public facilities, required liExperience supporting state or local government agencies as a consultant or technical assistance provider, preferred liExperience reviewing or developing construction scopes, cost estimates, or procurement packages, preferred /ul icense/
