POSITION

PURPOSE:

The Superintendent of Paratransit Maintenance is responsible for overseeing all maintenance operations related to the Authority’s paratransit and light automotive fleet, ensuring vehicles are safe, reliable, and available to support on-time service delivery. This role directs and coordinates maintenance activities for cutaway vans, SUVs, accessible vehicles, and non-revenue support vehicles, balancing the unique service demands of paratransit with regulatory and operational requirements.

The Superintendent provides both technical and administrative leadership to maintenance teams, ensuring preventive maintenance, corrective repairs, inspections, and warranty management are carried out in compliance with Federal Transit Administration (FTA), Florida Department of Transportation (FDOT), Americans with Disabilities Act (ADA), and internal agency standards.

The Superintendent of Paratransit Maintenance plays a critical leadership role in ensuring that specialized transit services meet the needs of the community’s most vulnerable populations. This position requires strong technical knowledge of paratransit vehicle systems, proven leadership skills, and a commitment to safety, accessibility, and service reliability.

CORE

RESPONSIBILITIES INCLUDE:

  • Operations Oversight
    :
    Manage daily readiness and availability of the paratransit fleet to ensure mobility services for customers with disabilities and seniors are uninterrupted.
  • Supervision & Workforce Development
    :
    Lead maintenance supervisors, technicians, and service staff, ensuring training and accountability in repair practices and safety procedures.
  • Preventive & Corrective Maintenance
    :
    Direct inspections, repairs, and campaigns for paratransit vehicles, focusing on lift/ramp systems, wheelchair securements, HVAC, and safety equipment.
  • Regulatory Compliance
    :
    Maintain adherence to FTA requirements, FDOT FAC 14-90 standards, ADA accessibility guidelines, and environmental safety practices.
  • Process Improvement
    :
    Introduce modern diagnostics, telematics, and fleet management technologies to improve availability, reduce downtime, and extend vehicle life cycles.
  • Budget & Resource Management
    :
    Ensure efficient use of labor hours, parts, and contracted vendor services while aligning expenditures with the maintenance budget.
  • Safety & Reliability
    :
    Champion a safety-first culture, guaranteeing that every paratransit vehicle placed into service is reliable, accessible, and passenger-ready.

KEY RESPONSIBILITIES:

Leadership & Team Management:

  • Lead and supervise a team comprising fleet maintenance supervisors, foremen, technicians, and support staff.
  • Foster professional development through targeted training, mentorship programs, and performance evaluations.
  • Cultivate a safety, efficiency, and continuous improvement culture within the fleet maintenance team.
  • Direct all maintenance activities, including preventive, corrective, and collision repairs, ensuring timely and high-quality completion.
  • Monitor and analyze fleet performance metrics to proactively identify trends and address maintenance needs.
  • Oversee vendor contracts, ensuring compliance with terms and fostering productive relationships.
  • Manage service agreements, warranties, and other contractual obligations to uphold quality standards.

Safety & Compliance:

  • Enforce adherence to local, state, and federal regulations, including OSHA and FTA standards.
  • Implement robust safety protocols to ensure employee well-being and a safe working environment.
  • Lead safety training initiatives for all fleet maintenance personnel.
  • Maintain detailed and accurate maintenance activities, repairs, and inspection records.
  • Generate and submit compliance, performance, and asset condition reports to stakeholders.
  • Monitor KPIs and develop actionable insights to enhance maintenance operations.
