This position performs highly responsible supervisory work overseeing procurement and inventory operations, including administration, direction, training, and supervision of procurement processes, vendor management, contract compliance,and team oversight within the Purchasing Department, specifically for the Water Department.

Nature Of Work

Under general direction, an employee in this classification supervises procurement and warehouse staff engaged in the acquisition, storage, distribution, and documentation of materials, equipment, and services for theCity’s Water Department operations. The employee exercises considerable initiative and independent judgment in planning procurement strategies,managing complex solicitations, overseeing inventory control functions across multiple locations, and maintaining compliance with City purchasing policies, warehouse standards, and applicable laws. Work is reviewed through conferences, reports, and evaluation of results, with significant independence exercised in coordinating resources, directing procurement and warehouse operations, overseeing system improvements, and ensuring efficient and accountable support of departmental needs.

of Duties

Plans, assigns, and supervises the work of procurement and warehouse staff; plans, develops and delivers training to staffat various experience and responsibility levels; recommends personnel actions,including employment, promotions,transfers, and disciplinary actions; administers required discipline and responds to employee grievances; responds to employee leave requests; completes performance evaluations.

Oversees the development, review and approval of complex solicitations including Invitations to Bid (ITB), Requests for Proposals (RFP), and Requests for Qualifications(RFQ); ensures accurate specifications,scope of services, and evaluation criteria; and provides guidance on complex procurement issues and resolves disputes or problems encountered during the procurement process.

Oversees inventory management practices and warehouse operations across multiple sites;ensures implementation of warehouse best practices, including proper storage techniques, inventory rotation, security protocols, and safety procedures;coordinates with inventory specialists to establish effective reorder pointsand optimize stock levels, reduce obsolescence, and improve inventory accuracy;recommends improvements to warehouse layout and workflow to enhance efficiency.

Implements city purchasing policies, procedures, and directives; establishes and implements warehouse operational policies and standard operating procedures, including departmental Standard Operating Procedures (SOPs) and emergency procurement actions.

Generates and analyzes a variety of reports and performance metrics to identify departmental trends and opportunities for improvement; creates dashboards designed tomonitor and track overall departmental performance; performs ongoing research and analysis to evaluate current procurement and inventory methods, systems,and procedures and based on findings, prepares comprehensive reports thatinclude recommendations to management for enhancing operational efficiency and effectiveness.

Knowledge, Skills & Abilities

Extensive knowledge of: governmental and general procurement methods and practices;
City purchasing policies, procedures, and regulations; warehouse management and inventory control best practices; customer department policies and procedures; contract administration principles; public sector bidding requirements; warehouse management and inventory control best practices; grades, qualities, supply sources, and market factors for services, commodities, and equipment frequently required by large municipalities; supply chain operations and budgeting principles; ethical standards in public procurement.

Considerable knowledge of: supervisory principles; municipal administrative management principles and practices; laws, guidelines, and requirements governing contract structure and content; standard forms and documents used in public procurement; anti-trust laws and contract laws underthe Uniform Commercial Code.

Working knowledge of: data analysis and dashboarding tools; performance metrics creation; project management methodology; performance measurement and quality assurance techniques; warehouse management systems; procurement and inventory control software.

Ability to: plan, assign, supervise, and review thework of others; analyze and evaluate bids and proposals; develop and manage complex contracts; establish and maintain effective working relationships with city officials, directors, managers, employees, and vendors; communicate effectively both orally and in writing; perform accurate mathematical and analytical calculations; prepare clear, accurate, and comprehensive reports; interpret and present data effectively; setclear objectives to measure and monitor progress, and results;
