SummaryPlans, organizes, staffs, manages, and controls an assigned program area (C-17 TS Device and Courseware Modifications and change management) from management of proposals through program life cycles. This position specializes in leading and managing all device and courseware modification programs (Engineering Change Proposal [ECP], Contract Change Proposal [CCP], Rapid Response Efforts). Responsible for overall program performance including schedule performance, cost performance, and customer affinity.

Directs all phases of the program, from requirements analysis and initial planning through all phases, leading to successful product delivery and assuring a timely closeout of completed programs—ensuring that all obligations are satisfied and program documentation is properly recorded.
Supports program bid and proposal activities; ensure that bids and proposal documentation meet the requirements of the request for proposal.
Develops and implements plans and schedules to execute contracts/subcontracts; allocates and controls contract budgets for labor, material, travel, and purchased services; reports program status to senior management monthly.
Develops and maintains the program integrated master schedule including the internal and external milestones and phases as established by the respective program teams.
Establishes and monitors adherence to program master plans and schedules, identifies program problems, obtains solutions, directs allocation of resources.
Develops and implements corrective action plans when deviations from budgets and/or schedule are evident; seeks senior management assistance in resolving schedule and budget problems as they arise.
Formally identifies, assesses, monitors, and mitigates risk throughout the program lifecycle; serves as primary the primary interface with the customer on all matters involving modification projects contract execution.
Actively seek new business and growth opportunities in coordination with business development.
Maintain program financial forecasts, report progress to financial objectives.
Serve as primary the primary interface with the customer on all C-17 modification matters.
Partner with other C-17 TS program leaders to ensure consistent, mutually supportive efforts that put the program in a position to meet customer requirements and meet internal performance goals/metrics.
Ability to clearly communicate program status, issues, risks, opportunities and plans to internal senior management.
Ensure coordination across multiple programs and/or projects and with other product line leads.
Qualifications and Education RequirementsBachelor's degree, Masters Degree preferred PMP Certification preferred.
Minimum 10 years program management related experience.
Successful track record in managing complex aerospace/defense programs as a prime or subcontractor to a domestic or foreign military organization preferred.
Must be a dynamic and energetic leader that involves other team members in the decision making and change process.
Experience with earned value cost accounting and reporting; experience with metrics for assessing and reporting program progress, productivity, and variance analysis.
The position requires coordinating and working with cross-functional teams.
Strong communication skills to advise team members and senior management on status and/or actions.
