Job Overview

Responsible to Director of Coordinated Community Response and works cooperatively with law enforcement. Works in collaboration with law enforcement partners on reviewing reports of domestic violence to determine those that are considered high risk. Supervises InVEST Advocates and may work with interns or volunteers. Provides support and guidance to victims and survivors and directly oversees and manages the InVEST program.

Responsibilities and Duties
  • Works in collaboration with law enforcement partners on reviewing reports of domestic violence to determine those that are considered high risk and maintains documentation of the same.
  • Attempts to contact the victim within 72 hours of the initial police report.
  • Creates safety plans with a minimum of 90% of the survivors made contact with.
  • Participates in the Domestic Violence Task Force meetings to advance the Community Coordinated Response model.
  • Directly oversees and manages the InVEST program and supervises the InVEST Advocates.
  • Provides training to the center’s hotline staff, outreach and shelter staff.
  • Attends other trainings on working with domestic violence survivors at high risk of homicide.
  • Participates in statewide meetings of InVEST programs.
  • Partakes in electronic trainings for technical assistance.
  • Participates in the quarterly Fatality Review Team meetings and assists with preparation and data compilation.
  • Has a comprehensive understanding of the dynamics of domestic violence, service programs, and confidentiality and privilege.
  • Ensures service management and documentation meet DCF program standards and Florida Statute.
  • Provides not less than bi-weekly supervision to the InVEST Advocates, including training, coaching, assigning/directing work, and performance appraisals.
  • Monitors and approves staff time sheets, time‑off requests and overtime.
  • Oversees and manages participant service in compliance with organizational policies, contracts, DCF standards and applicable laws.
  • Intercedes as necessary with members of the Clerk of Courts office, State Attorney’s office, law enforcement, or judges on behalf of victims and survivors of domestic violence.
  • Educates victims and survivors on their options within the legal/judicial system.
  • Assists victims and survivors with completing paperwork required by the judicial system to facilitate legal procedures.
  • Assists victims with filing victim’s compensation claims.
  • Provides service management and/or counseling, or referrals for service management, for victims/survivors to enhance prosecution or safety for the victim/survivor and her/his children, documenting in the participant’s file as appropriate.
  • Attends court hearings, trials and other events as appropriate.
  • Maintains a good working relationship with all areas of the judicial system and law enforcement.
  • Completes and compiles monthly statistical reports and other reports required by funding sources or the agency.
  • Participates in all project activities required by DCF.
  • Serves as the main point of contact for the InVEST program and DCF.
  • Obtains police reports from law enforcement partners Monday‑Friday.
  • Performs other duties as assigned.
Occasional Duties or Projects
  • Makes community education/awareness presentations as appropriate.
Supervision Responsibility
  • Supervises the InVEST Advocates.
Business‑Related Contacts
  • Works with law enforcement agencies, personnel in other community agencies and Spring Staff when providing advocacy for survivors of domestic violence.
  • This position may require co‑location with local law enforcement partners several days per week to support collaboration and service coordination.
Prohibited Functions
  • Does not respond to requests from the media.
  • Does not provide any service which could be interpreted as practicing law.
Requirements Education/Training/Experience
  • Master’s degree in human services preferred. Minimum of 2 years domestic violence experience required. In lieu of a Master’s degree, a minimum of five years of domestic violence experience will be considered.
  • Experience in court advocacy and/or negotiation.
  • Knowledge of community resources and the ability to maintain a cordial working relationship with other agencies.
