General Purpose of Job

The Revenue Maximization Specialist is responsible for completing and processing applications for Title IV-E, Medicaid, and TANF (Temporary Assistance for Needy Families), including annual renewals. They determine client eligibility and submit applications for approval. This role involves working closely with case managers, clients, internal staff, and the Department of Children and Families (DCF) Child-In-Care (CIC) Unit to help ensure clients receive Medicaid coverage and appropriate funding for services.

The specialist must be able to use the Florida Safe Families Network (FSFN) system and understand Chapter 39 of the Florida Statutes.

Essential Duties and Responsibilities
  • Processes and maintains Title IV-E eligibility services for children placed in out-of-home care in accordance with Department of Children and Families (DCF), federal, and agency requirements.
  • Initiates Title IV-E applications in the Florida Safe Families Network (FSFN) within required time frames and determines eligibility for funding programs based on applicable guidelines and regulations.
  • Completes, reviews, and submits Title IV-E applications for supervisory approval within established deadlines.
  • Determines eligibility for Adoption Title IV-E benefits and completes all required application activities, including data entry, documentation, and submission to the appropriate DCF units.
  • Completes and submits Medicaid applications for children entering out-of-home care to ensure timely access to medical coverage.
  • Processes Medicaid re-determinations and maintains ongoing eligibility in accordance with state and federal requirements.
  • Monitors Temporary Assistance for Needy Families (TANF) applications and re-determinations to ensure continued eligibility and compliance with program requirements.
  • Provides guidance and technical assistance to case managers, foster parents, relative and non-relative caregivers, adoptive parents, and Protective Investigators regarding eligibility programs, benefits, and application processes.
  • Responds to inquiries related to Medicaid coverage, billing issues, provider assignments, and primary care physician changes.
  • Maintains complete, accurate, and up-to-date client eligibility records and supporting documentation in accordance with agency, DCF, and federal requirements.
  • Prepares documentation and case records for audits, reviews, and monitoring activities conducted by DCF Contract Oversight and other regulatory entities.
  • Reviews case information to ensure compliance with applicable laws, regulations, policies, and contractual requirements governing Title IV-E, Medicaid, and TANF programs.
  • Tracks eligibility deadlines, renewal dates, and required actions to prevent interruptions in benefits and ensure timely completion of re-determinations.
  • Maintain regular in-office attendance to perform essential job functions, collaborate effectively with team members, participate in meetings, and provide timely support to agency operations and service delivery.
  • Perform other duties as assigned to support departmental and agency goals, as needed and appropriate to the position.
Working Hours

Children’s Network of Hillsborough’s standard business hours are 8:00 a.m. to 5:00 p.m., Monday through Friday. This position is an in-office based position that averages 40 hours per week. Work hours may vary outside of these standard hours, including evenings and weekends, as needed to meet operational demands. All hours worked will be compensated in accordance with the Fair Labor Standards Act (FLSA) and agency policies, including applicable overtime and other compensation requirements.

Travel

Travel within and outside of Hillsborough County is required.

Training
