Project Manager - Land Development (Sitework)
We are seeking an experienced Project Manager specialized in Land Development and Sitework to lead multidisciplinary site development projects from planning through construction closeout. The Project Manager will be responsible for coordinating design and construction teams, managing client relationships, ensuring compliance with regulatory requirements, controlling project budgets and schedules, and delivering high-quality sitework and civil engineering solutions for residential, commercial, industrial, and public works projects.
Key Responsibilities
- Lead project delivery for land development and sitework projects including scoping, design review, permitting, construction, and closeout.
- Serve as primary client and stakeholder contact, maintaining strong relationships and ensuring clear communication of project status, risks, and decisions.
- Manage project budgets, forecasts, change orders, invoicing, and overall financial performance to achieve profitability targets.
- Develop and maintain project schedules using MS Project or Primavera P6; coordinate resources to meet milestones and critical path activities.
- Oversee and coordinate internal design teams and external consultants (civil, geotechnical, environmental, survey), ensuring design quality and constructability.
- Review and approve technical deliverables including grading, drainage, storm sewer, sanitary sewer, watermain, roadway, and utility plans.
- Ensure regulatory compliance for NPDES, SWPPP, erosion & sediment control, environmental permitting (wetlands, buffers), zoning, and entitlements.
- Coordinate and manage contractor/subcontractor selection, bid management, procurement, and on-site construction activities; provide construction management and inspection oversight.
- Oversee QA/QC and materials testing programs (concrete, asphalt, compaction); review as-built documentation and ensure accurate recordkeeping.
- Manage RFIs, submittals, change orders, and contract administration to minimize risk and resolve project issues promptly.
- Apply hydrology/hydraulic modeling and stormwater design principles; coordinate use of HydroCAD, HEC-RAS, HEC-HMS as needed to support design and permitting.
- Mentor, coach, and develop project staff; promote a safety-first culture and adherence to design and construction standards (DOT standards and specifications).
Qualifications
- Required:
Bachelor's degree in Civil Engineering, Construction Management, or related field;
Professional Engineer (PE) license or equivalent is preferred. - Required:
Minimum of 7 years of progressive experience in land development and sitework project management, with demonstrated success delivering site development projects from concept through construction. - Required:
Strong technical knowledge of site grading, earthwork, stormwater management, detention/retention design, storm sewer and sanitary sewer design, and drainage design. - Required:
Proven experience with SWPPP, Erosion & Sediment Control, and NPDES compliance procedures. - Required:
Excellent project management skills including budgeting, cost estimating, scheduling (MS Project, Primavera P6), contract administration, and change order management. - Required:
Strong client-facing and communication skills, with experience leading multidisciplinary teams and coordinating contractors/subcontractors on-site. - Preferred:
Experience with hydrology/hydraulic modeling tools such as HydroCAD, HEC-RAS, and HEC-HMS. - Preferred:
Proficiency with design and drafting software including AutoCAD Civil 3D, Micro Station, Revit (site coordination), GIS/ArcGIS, and Trimble/GPS. - Preferred:
Familiarity with Bluebeam, construction inspection, QA/QC processes, materials testing, and as-built documentation workflows. - Preferred:
Experience with roadway design, traffic control plans, DOT standards and specifications, watermain design, utilities relocation, and traffic-related coordination. - Preferred:
Knowledge of geotechnical/soils analysis, topographic survey coordination, permitting & entitlement processes, zoning & land use, and environmental permitting (wetlands, buffers). - Preferred:
Experience managing bids and procurement, contractor coordination, RFI management, and construction closeout documentation. - Preferred:
Demonstrated ability to design and implement stormwater BMPs, detention systems, and long-term stormwater management strategies. - Preferred:
Strong organizational skills, attention to detail, and proficiency with Microsoft Office suite; ability to travel to project sites as required.
