Reports to a Pathology Manager or to the Director and is responsible for operational management of the Phlebotomy program at assigned locations.
PRINCIPAL DUTIES AND RESPONSIBILITIESInterviews applicants for employment; schedules, orients, trains, and manages payroll for the staff; assigns work, evaluates and, when necessary, authoritatively recommends the employment, discipline, and discharge of phlebotomy and clerical personnel. Implements and interprets established department policies and procedures, and develops and recommends policies specific to the phlebotomy program. Coordinates with other hospital departments and phlebotomy staff to implement changes. Establishes and monitors quality controls for the program;
monitors and evaluates the quality of work; and ensures efficient processing of procedures, specimens, and reports in accordance with quality standards. Coordinates with the laboratory to investigate abnormal test results and obtains quality specimens. Investigates incidents such as patient complaints or non‑adherence to policies and takes appropriate action, referring serious matters to the supervisor. Completes required reports and communicates with involved departments.
Provides clinical experience opportunities for phlebotomy and medical technology students and may provide in‑services to other personnel on phlebotomy techniques and policies. Regularly performs phlebotomy of patients, including rounds on designated units. Provides technical advice and guidance to subordinates and assists with more complex procedures. Manages operations of the satellite laboratory, including specimen handling and coordinating billing for all phlebotomy procedures.
Maintains department statistics and reports on patients phlebotomized, specimen collection, and other activities. Orders and maintains expendable supplies for the program and satellite laboratory. Gathers data and assists in preparing budgets for assigned areas. Assists in monitoring and inspecting central and satellite phlebotomy laboratories for compliance with accrediting regulations (CAP, TJC) and safety standards. Performs all other duties as assigned.
KNOWLEDGE
A level of knowledge generally acquired through completion of a Medical Laboratory Technician program. Bachelor’s Degree in Biology, Chemistry, or Medical Technology preferred. Certification in phlebotomy preferred through the National Pathology Society or National Accrediting Agency for Clinical Laboratory Services. Administrative ability to manage the phlebotomy program, ensuring efficient procedures and adherence to quality controls. Technical knowledge of phlebotomy procedures to function as a technical resource for subordinate employees.
Interpersonal skills necessary to interface effectively with all levels of personnel within the hospital. Demonstrated knowledge and skills to care for patients with consideration of aging processes, human development stages, and cultural patterns at each step of the care process.
Three to five years of progressively more responsible work experience, including one year of lead or supervisory experience.
WORK ENVIRONMENT ANDPHYSICAL REQUIREMENTS
Works in a normal patient care environment. Exposure to communicable diseases while administering to patients, though the risk of injury is minimized by adherence to established infection control procedures.
INDEPENDENT ACTIONPerforms independently within the department's policies and practices. Refers specific complex problems to the supervisor when clarification of policies and procedures is required.
SUPERVISORY RESPONSIBILITYSupervisory responsibilities for up to 25 FTEs.
Pay Range$53,060.80–$87,547.20
