We are seeking a highly detail-driven, proactive, and meticulous Insurance and Compliance Coordinator to join our Project Controls team at our massive semiconductor foundry construction project in Taylor, Texas.

In this critical role, you will serve as the backbone of our project's risk management and insurance administration. As a mega-scale high-tech construction project governed by complex insurance structures and strict owner mandates, your core mission is to manage, monitor, and coordinate all aspects of project insurance programs, surety bonds, and third-party coverages.

This is an intensive, deadline-driven administrative role that requires exceptional organizational systems, proactive follow-up habits, and a strict compliance mindset. We heavily prioritize candidates with strong administrative rigor and meticulous attention to detail over general construction management backgrounds. You will act as the crucial link between internal project teams, corporate risk management, insurance brokers, and subcontractors—ensuring that every insurance requirement, policy enrollment, and compliance certificate is tightly tracked, verified, and free of gaps.

Key Responsibilities:

OCIP (Owner-Controlled Insurance Program) Administration
  • Manage end-to-end OCIP enrollment for all GC and subcontractor firms entering the project, including initial enrollment, coverage verification, and de-enrollment upon scope completion.
  • Collect, review, and maintain all OCIP-required documentation from contractors: enrollment forms, payroll reports, employee rosters, safety records, and certificates of insurance.
  • Verify that each enrolled contractor's employees are properly covered under the OCIP prior to on-site mobilization; coordinate with the Owner's insurance broker and OCIP administrator to resolve coverage gaps or enrollment errors.
  • Manage OCIP exclusion tracking — identify scopes or contractors that fall outside OCIP coverage and ensure appropriate separate insurance is in place.
  • Prepare and submit monthly OCIP payroll audit reports to the insurance carrier; reconcile reported payroll figures against GC and subcontractor submissions.
  • Track and coordinate OCIP incident reporting obligations: ensure all on-site injuries, property damage events, and near-misses are reported to the OCIP carrier within required time frames.
  • Maintain the OCIP enrollment register as a live document, updated with every contractor mobilization or demobilization event across all GC & subcontractor packages.
CCIP (Contractor-Controlled Insurance Program) Review & Compliance
  • Review GC-submitted CCIP or wrap-up insurance documentation to verify compliance with contract insurance requirements where CCIP applies.
  • Verify that Certificates of Insurance (COIs) from GCs and their subcontractors meet minimum coverage limits specified in the contract:
    Commercial General Liability, Workers' Compensation, Employers' Liability, Automobile Liability, Umbrella/Excess, and Professional Liability (where required).
  • Track COI expiration dates across all active contractors and subcontractors; issue renewal alerts 30–60 days in advance and follow up to ensure updated certificates are received before expiration.
