Performs responsible administrative work in maintaining a case load of defendants released on Pretrial Release. An employee in this class is responsible for a variety of duties in the management of cases in the pretrial program. The Case Manager will provide supervision for defendants and assure all requirements and/or conditions of the release order are adhered to. The employee will be required to conduct interviews within the local detention center and also attend and/or testify in court, as needed.

Duties also include serving criminal court papers such as warrants and/or order for arrest for violations of pretrial release defendants. The employee works with a high degree of independence and initiative. Work is performed under the general supervision of the Director and is evaluated through periodic meetings, review of records and reports, and overall performances in daily pretrial release program duties and responsibilities.

Employee must exercise judgement, initiative, and calm control while performing duties.

  • Sets up and installs electronic monitoring units on the defendant and at their residence.
  • Disengages monitoring units upon completion of the monitoring program.
  • Responds to tampering and alerts of electronic monitoring units as required.
  • Monitors daily client activity on electronic monitoring and responds swiftly and appropriately.
  • Acquires and maintains documentation for all defendant’s activities while in the program.
  • Completes data entry into the pretrial release database system.
  • Maintains client files in the database system to include scheduling and weekly office visits to reporting compliance or non-compliance.
  • Assists and observes drug screens.
  • Handles confidential or sensitive information in an appropriate manner.
  • Conducts interviews with inmates in the detention center who may be eligible for pretrial services.
  • Conducts case investigations of potential pretrial defendants to determine eligibility for services.
  • Completes required legal documents necessary for the release of pretrial defendants.
  • Completes required documentation for violation of court order of pretrial defendants as needed.
  • Transports pretrial release defendants to and from detention facilities, human service agencies and other authorized places.
  • Serves in a policing role and provides the general public safety during a community crisis situation, if needed.
  • Serves as the primary on-call, after-hours staff member.
  • Performs other duties as assigned.
  • Knowledge of the criminal justice system.
  • Ability to be effective in working with criminal offenders and defendants.
  • Ability to establish and maintain effective working relationships with law enforcement, court officials, and the general public.
  • Ability to build rapport with criminal defendants.
  • Ability to problem solve, be proactive, and use critical thinking techniques.
  • Thorough knowledge of office practices and procedures.
  • Thorough knowledge and ability to use correct grammar, vocabulary, and spelling.
  • Considerable knowledge of County function to which assigned and related policies, procedures, and regulations.
  • Ability to be tactful and courteous, communicate effectively verbally and in writing.
  • Ability to gather and compile materials from a variety of sources.
  • Ability to use a wide variety of word processing and other computer software to generate work for the office assigned.
  • Ability to handle and process sensitive and confidential information.
  • Working knowledge of the operation, functions, procedures, and legal processes of the Sheriff’s Office.
  • Working knowledge of the state and federal laws, local ordinances and policies relating to arrest and search and seizure.
  • Working knowledge of law enforcement principles, practices, methods and equipment.
  • Working knowledge of the criminal and civil papers issued by courts and the practices involved in serving them.
  • Working knowledge of the geographic layout of the County as to locations of roads, important buildings, and other landmarks.
  • Skills in the use of firearms and other law enforcement equipment and in application of self-defense tactics.
  • Ability to act with sound judgment in routine and emergency situations.
  • Ability to present effective court testimony.
  • Ability to prepare clear and concise activity reports.
  • An Associate’s Degree in criminal justice or a human services field and one year of experience in case management.
  • Possess valid NC Driver’s License.
  • Possession of a Basic Law Enforcement Training Certificate.
  • Complete requirements established by the NC Justice Sheriff Training and Standards Council for certified law enforcement officers.

    Education and Experience:
    • Certification as a Pretrial Service Professional through NAPSA.
