JOB SUMMARY

Under general supervision by the Director of Finance, the Senior General Ledger Accountant is responsible for running payroll, managing the fixed assets, assisting the engineering accountant, revenue recognition and postings, bank reconciliations, financial reporting, and other assigned tasks.

MINIMUM EDUCATION QUALIFICATION

Bachelor's degree from an accredited college or university in Accounting, Finance, or other closely related field, plus five (5) years of relevant experience. Education may not be substituted for the required relevant experience. CPA preferred.

ESSENTIAL FUNCTIONS

  • Update and manage the fixed asset list and run depreciation.
  • Assist the Senior Engineering Accountant with capital project improvements accounting.
  • Process payroll for the MSD and its member communities. Act as the point of contact for payroll and timesheet-related questions.
  • Attend evening city council meetings and give financial report presentations when needed.
  • Tax revenue recognition, reconciliations, and postings to the general ledger.
  • Do monthly bank reconciliations.
  • Assign expenses to the appropriate general ledger account.
  • Reconcile monthly entries from the enterprise system to the accounting system.
  • Complete assigned month-end, quarter-end, and year-end reconciliations and financial procedures.
  • Reconcile assigned balance sheet accounts with supporting documents.
  • Work with payroll vendors to ensure timely and accurate filing of required federal and state reports such as W-2s, 1099s, and 941s.
  • Process benefits premium payments to vendors and analyze general ledger accounts.
  • Provide financial oversight and financial customer service to the MSD and its member communities.
  • Prepare financial reports in an easy-to-understand format to present to MSD Board of Trustees and member councils.
  • Assist with the preparation of the annual budget to be presented and discussed at board meetings.
  • Prepare a variety of studies, reports, and related information for decision-making purposes.
  • Assist with the completion of the annual audit.
  • Establish and maintain internal control procedures and perform periodic internal audits.
  • Fill in for coworkers when they are out of the office.

  • Generally Accepted Accounting Principles (GAAP), with emphasis in the areas of governmental accounting and financial reporting

  • Accounting principles relating to all Governmental Accounting Standards Board (GASB) statements

  • Effective communication methods and public relations
  • Coordination of independent audit activities from the client side
  • Utah Code Annotated and related State and Federal rules and policies

PHYSICAL REQUIREMENTS
  • This position requires work in a wide variety of conditions, from a typical office setting to field work. Must be able to attend some evening meetings.
  • While performing the duties of this job, the employee is frequently required to sit, walk, move, talk, and hear. The employee is occasionally required to use hands to finger, handle, feel objects, tools, or controls, and reach with hands and arms.
  • The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision and the ability to adjust focus.
