This job description for a Junior Project Manager/Project Manager I, in the Central Division Mountain Area, Power Market focuses on supporting utility‑scale energy projects (such as wind, solar, battery, nuclear and transmission) by driving local, state, and federal permitting processes and ensuring strict regulatory compliance.

Role Overview: The Junior Project Manager will assist senior project managers in steering power and renewable energy infrastructure projects through complex regulatory, environmental, and land‑use permitting processes. You will serve as a liaison between engineering teams, external environmental consultants, and regulatory agencies, ensuring all project activities are executed in compliance with relevant laws and regulatory conditions.

Key Responsibilities
  • Agency Coordination:
    Participate in consultations with regulatory bodies (e.g., BLM, USFWS, state utility commissions, local planning and zoning) and assist in organizing stakeholder meetings and public hearings.
  • Project Administration:
    Maintain permit and compliance matrices, track project schedules, assist with budget forecasting, and process subcontractor invoices.
  • Reporting:
    Support the preparation and quality control of technical reports, compliance logs, and data summaries for senior review and agency submission. Maintain Sharepoint sites and coordinate/maintain Power BI sites.
Qualifications & Requirements
  • Education:

    Bachelor’s degree in Environmental Science, Urban Planning, Civil/Environmental Engineering, Public Policy, or a related field.
  • Experience:

    3-5 years of experience in project coordination, environmental consulting, or power/utility infrastructure.
  • Regulatory Knowledge:
    Basic understanding of federal frameworks like the National Environmental Policy Act (NEPA) or state/local land‑use and zoning laws.
  • Project Management

    Skills:

    Strong organizational skills with the ability to manage competing deadlines and maintain meticulous documentation.
  • Communication:
    Strong verbal and written communication skills for interfacing with clients and drafting clear technical documents.
  • 1-2 years of Power utilities or renewable industry experience.
  • Strong desire to acquire a Project Management Professional certificate within the next 2 years.
  • Advanced knowledge and utilization of Microsoft Excel, MS Word, and Powerpoint.
  • Ability to work in the field for full days for collecting data using portable computer equipment.
  • Health and Safety awareness and commitment to safe work practices.
  • Ability to quickly progress through Kleinfelder's project manager qualification system.
  • Self‑starter with the ability to work independently or within a group.
  • Previous experience mentoring and training junior staff.
  • Previous experience in supporting business development activities.
  • Ability to travel as needed locally or out of town travel (up to 20% of the time).
  • Proficiency in Microsoft Excel and Word.
  • Must complete the project manager qualification card as part of PMQS.
