Bridge Performance Management Engineer

The Utah Department of Transportation (UDOT) is seeking a driven professional to create and execute strategies for managing the performance of the state's bridge infrastructure. In this role, the employee will oversee and offer expert guidance on bridge planning, programming, and preservation to optimize system performance and ensure proactive asset management.

To effectively lead and develop bridge programs, the candidate must possess a comprehensive understanding of bridge conditions. This expertise is essential for establishing performance measures and setting targets, prioritizing bridge needs, and identifying candidate projects. Additionally, the role requires proficiency in bridge design and construction to guide feasibility studies, review scope and cost estimates, and provide expert recommendations for Region concept reports.

The engineer will also be responsible for directing grant applications and refining the processes used to prioritize bridge infrastructure projects.

Key Responsibilities
  • Strategic Planning & Program Management:
    Set goals and establish processes; develop consistent and repeatable methodologies for bridge condition projections; establish programmatic philosophies and strategies for selection, prioritization, and tracking of bridge for maintenance, preservation, rehabilitation, and replacement; develop a plan for cost effective life cycle management of every structure; plan and manage structures programs; establish funding recommendations.
  • Project Execution & Technical Oversight:
    Analyze data to establish bridge health condition; lead, write, review and approve planning and programming documents; implement strategies to optimize system performance within funding constraints; determine cost-effective preservation strategies, maintenance priorities, and rehabilitation activities; manage and maintain dashboards, data, and related websites; develop annual needs and accomplishments presentations.
  • Collaboration & Leadership:
    Act as a liaison for the Structures Division; participate in consultant selection; provide technical support to staff; deliver presentations or training; and participate in national initiatives for bridge performance.
  • Reporting & Compliance:
    Manage and lead federal compliance submittal processes and documentation (including TAMP, consistency reporting, and replacement costs), and manage dashboards/data as well as annual reporting.

Skills and Abilities
  • Technical Engineering:
    Mastery of civil engineering principles, standard specifications, and the theories/practices of bridge construction, preservation, and rehabilitation.
  • Leadership & Management:
    Proven ability to supervise staff, delegate tasks, manage diverse work forces, and coordinate group activities to achieve strategic objectives.
  • Communication:
    Strong verbal and written communication skills, with the ability to present complex information clearly and listen effectively to partners.
  • Analytical & Problem Solving:
    Proficiency in using logic and methodical examination to analyze data, evaluate information against regulations, and propose quality solutions.
Minimum Qualifications

To qualify for this role, applicants must meet the following criteria:

  • Licensure:
    Valid registration as a Professional Engineer (PE) within the State of Utah.
  • Note:

    Individuals licensed out-of-state are required to secure Utah reciprocity before their official start date.
  • Professional

    Experience:

    A minimum of four (4) years of engineering experience post-PE licensure is required, though candidates with six (6) or more years are preferred.
Preferred Qualifications
  • Advanced academic credentials, specifically a Master's degree in Structural Engineering or an equivalent combination of education and experience.
  • Proven track record in overseeing personnel and administering contracts.
  • Comprehensive technical background in bridge-related disciplines, including planning, load rating, design, construction, and National Bridge Inspection certified in-service inspections.
  • Demonstrated ability to manage and maintain significant programmatic budgets.
  • Background in design, inspection, construction, or maintenance.
