The City of Tehachapi Finance Department is now accepting applications for a Finance Analyst I/II
.

Under general direction from the Finance Director, the Finance Analyst I/II develops, reviews, coordinates, and monitors the City budget; performs professional accounting work involved in the preparation and maintenance of various financial records; makes complex and difficult accounting analyses and reports, assists with annual audits; and executes related duties as required and assigned.

SALARY

Salary will be determined based on the candidates' qualifications, skills and experience. Selected candidates will be appropriately placed within the proper job title and corresponding pay scale to reflect their expertise and ability to perform the required duties.

Please note that there is currently only one vacant position.

CLASSIFICATIONS Financial Analyst I

Salary $5,077 - $7,959 per month DOQ

Financial Analyst II

Salary $5,678 - $8,901 per month DOQ

Essential and other important responsibilities and duties may include, but are not limited to, the following:

Essential Functions
  • Evaluate and analyze budget requests and prepare the annual proposed budgets.
  • Coordinate budget preparation process with staff of various departments.
  • Monitor budget for City departments and recommend appropriate adjustments as necessary.
  • Prepare budget projections to include revenue and expenditure and analysis.
  • Assist with budget awards submissions to CSMFO and GFOA.
  • Monitor and analyze project costs as well as maintain project module in financial system.
  • Monitor and analyze fixed assets as well as maintain fixed asset module in financial system.
  • Assist with annual fixed asset inventory.
  • Assist with risk management by prepping insurance renewals and reporting property claims.
  • Monitor grants and request for reimbursement.
  • Interact with other internal departments and external entities providing financial/accounting information.
  • Analyze financial operations and prepare written standard operating procedures to improve effectiveness and efficiency in department and interdepartmental operations.
  • Provide responsible assistance with annual year-end audit, annual single audit, annual transportation development act audit, and triennial transit performance audit.
  • Assist in administration of Dial-A-Ride transit program.
  • File tax returns and required reports.
  • Serve as back-up in department as required.
  • Reconcile general ledger accounts; maintain subsidiary ledgers and journals; project accruals.
  • Prepare variety of financial statistical and analytical reports.
  • Perform related duties similar to the above in scope and function as required.
Marginal Functions

  • Personal computer applications including Microsoft Word and Excel
  • Policies, procedures, processes and form related to assigned area

  • Basic research techniques, methods and procedures
  • Modern office procedures, methods and computer equipment
  • Computerized financial systems-experience with computerized municipal accounting

  • Perform mathematical computations
  • Maintain and balance a variety of financial records, ledgers and accounts
  • Operate a calculator, personal computer and other office equipment
  • Maintain a variety of financial records and files
  • Perform procedures in an organized and accurate manner
  • Accurately count, record and balance assigned transactions
  • Communicate clearly and concisely, both orally and in writing
  • Establish and maintain effective working relationships with those contacted in the course of work
  • Work independently
  • Complete work under time deadlines
Experience and Training Guidelines

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Experience

Finance Analyst I:
Three years of increasingly responsible experience in the maintenance of accounting, financial, and fiscal records.

Finance Analyst II:
Five years of increasingly responsible experience in the maintenance of accounting, financial, and fiscal records.

Training

Equivalent to a bachelor’s degree in accounting, finance, or business administration from an accredited college.

Distinguishing Characteristics

Finance Analyst I is the entry-level class within the Finance Analyst series. Under close supervision, incumbents report to the Finance Director and assist that position with necessary reports and analyses. The Finance Analyst I position is distinguished from clerical accounting positions by being less routine and by the need to understand and apply accounting theories, principles, terms, and practices in the preparation and evaluation of fiscal records, transactions, and reports.
