SENIOR ACCOUNTANT

This recruitment is open until the position is filled.

The position performs advanced financial management and accounting functions for the Housing Services Division. Previous experience with housing authorities, or housing choice voucher programs is preferred.

Pay Grade: 114

Annual Salary Range: $76,800 - $113,200

The successful candidate's placement in the salary range will depend upon previous experience in a similar role.

DESCRIPTION / ESSENTIAL FUNCTIONS

The primary purpose of this classification is to oversee and perform advanced financial management and accounting functions for the Housing Services Division. This position reports to a Community Health & Human Services Deputy Director or designated supervisor. This position exercises considerable independent judgment.

This position necessitates a thorough understanding of General Accepted Accounting Principles (GAAP), and the application of Government Accounting Standards Board (GASB) and Financial Accounting Standards Board (FASB) accounting requirements, and the consolidation of such financial statements into GASB requirements. The position also requires an understanding of federal, state, and local regulatory reporting requirements for agencies such as U.S. Department of Housing and Urban Development (HUD).

Previous experience with housing authorities, or housing choice voucher programs is preferred.

Duties include, but are not limited to the following

* Manages and monitors program budgets, cost accounting, accounts receivable and payable, and supports the division's operating and capital improvement activities.

* Responsible for the implementation, design, and maintenance of accounting systems and processes, including reviewing and revising financial procedures, account classifications, and reporting formats to ensure accuracy, compliance, and efficiency.

* Administers and oversees the intergovernmental grant programs, including federal and state-funded housing programs such as Housing Choice Voucher (HCV) and Community Development Block Grant (CDBG), as well as related financial reporting and compliance.

* Prepares analysis and recommendations that convey financial and budgetary impacts to management and to the financial reports and accounting practices.

* May provide guidance and oversight to accounting staff or program or administrative personnel.

* May perform responsibilities of a similar nature and level as assigned.

REQUIREMENTS

Experience:

Two (2) years of experience in accounting or related experience.

Candidates must have the minimum amount of work experience. Years of experience are based upon a full-time work schedule (2,080 hours per year). The sum of an applicant's full-time and/or part-time qualifying work experience must meet or exceed the stated minimum qualification. Education will not substitute for the required work experience; however, related unpaid and/or volunteer work experience may be used as qualifying work experience.

Education:

Bachelor's degree in Accounting, Business Administration, Finance or related field.
