Job Description & How to Apply Below

Senior Analyst, Licensing. Hi, we’re Oscar. We’re hiring a Sr. Analyst, Regulatory Licensing to join our Corporate Counsel team.

Oscar is the first health insurance company built around a full‑stack technology platform and a relentless focus on serving our members. We started Oscar in 2012 to create the kind of health insurance company we would want for ourselves—one that behaves like a doctor in the family.

About the Role

The Sr. Analyst, Regulatory Licensing is a key member of the Corporate Legal team responsible for project managing and supporting discrete tasks to ensure Oscar is compliant with federal and state product filing requirements. You will work closely with internal Oscar teams and interface with our external regulators. You will report into the Sr. Manager, Regulatory Licensure.

Work Location

This position is based in our Tempe, AZ office, requiring a hybrid work schedule with 3 days of in‑office work per week. Thursdays are a required in‑office day for team meetings and events, while your other two office days are flexible to suit your schedule.

Pay Transparency

The base pay for this role is $34.39 - $45.14 per hour. You are also eligible for employee benefits and monthly vacation accrual at a rate of 15 days per year.

Responsibilities
  • Manage the preparation and filing of Oscar’s commercial insurance products through the annual filings for assigned states and regions, serving as an advisor to teams.
  • Develop processes for internal tracking and monitoring annual and ad hoc filings with diverse teams, including maintaining a repository of previously received objections to decrease YOY objection totals.
  • Build and support successful relationships with regulatory bodies, including state insurance regulators (e.g., Arizona Department of Insurance, Florida Office of Insurance Regulation, Texas Department of Insurance).
  • Be the subject matter expert on assigned states and contribute to the development of a repository of internal procedural guides on annual filing obligations to support teams and retain institutional knowledge.
  • Track and communicate filing objections received and guide overall resolution together with impacted teams.
  • Develop sustainable processes that simplify our growing team’s outputs while ensuring high quality deliverables.
  • Ensure compliance with all applicable laws and regulations.
  • Perform other duties as assigned.
Requirements
  • 2 years of licensing experience, ideally in the health plan/managed care space.
  • 1 year of experience designing and improving workflows.
  • Bachelor’s degree or 4 years of commensurate experience.
  • Demonstrated project management skills.
Bonus Points
  • Familiarity with ACA marketplace plans, rules and regulations.
  • 1 year of SERFF, and/or network data analysis experience.
