Proposal Manager

Talascend is currently seeking a Proposal Manager for a contract opportunity with our client in Tempe, Arizona
.

Lead and manage the development of competitive and non-competitive proposals in response to government, international, and commercial solicitations and requests for proposals. Drive end-to-end proposal execution with cross-functional teams, ensuring compliance, schedule adherence, and on-time delivery.

• Manage proposal process from cradle to grave.
• Manage cross-functional teams to meet strict deadlines.
• Coordinate closely with the sales organization and functions to support winning bids.
• Analyze RFP requirements to determine compliant response structure and volume outlines.
• Generate detailed RFP response plan and schedule.
• Facilitate document and color reviews.
• Report on work in progress, turnaround time, and on-time to receiver metrics.
• Manage process improvement projects.
• Implement a defined and consistent proposal process including proposal planning, leading the kick-off meeting, developing the proposal schedule, process leadership (compliance matrices, outlines, proposal reviews, etc.), assigning team tasks, maintaining proposal status, issue resolution, managing production support, and managing post-submittal proposal updates.

• Bachelor's degree.
• Minimum 3 years of proposal management, business development, and/or business execution experience (primary contributors to proposals such as pricing, sales, program management, tech sales, engineering).
• Must be a U.S. citizen due to contractual requirements.
• Demonstrated ability to perform the duties of this position through relevant experience, training, or education.
