A top ENR‑ranked, 100% employee‑owned general contractor is seeking a Lead Estimator to drive preconstruction and estimating for its newly launched Federal Construction Division, delivering military and government projects across the Western U.S.
About the RoleAs the Lead Federal Estimator, you will lead estimating efforts for federal and military design‑build projects, including vertical construction for the U.S. Army Corps of Engineers (USACE), NAVFAC, GSA, and Department of Defense (DOD). You’ll collaborate closely with senior leadership to develop pricing strategies, manage bid teams, and standardize preconstruction processes for the growing federal division.
Key Responsibilities- Lead all estimating phases for federal design‑build projects — conceptual, schematic, and detailed.
- Interpret USACE/NAVFAC RFPs, drawings, and specifications to ensure scope accuracy.
- Manage takeoffs, cost databases, subcontractor outreach, and bid day execution.
- Analyze risk, perform value engineering, and develop competitive proposals.
- Collaborate with preconstruction, project management, and executive leadership teams.
- Help establish standard estimating procedures and tools for the federal division.
- Attend pre‑bid meetings, site walks, and client presentations as needed.
- U.S. Citizenship is required due to federal security clearance requirements.
- Bachelor’s degree in Construction Management, Civil Engineering, or related field (or equivalent experience).
- 10+ years of estimating experience with a strong background in federal/military projects (USACE, NAVFAC, GSA, or DOD).
- Proven success leading design‑build and negotiated bids ranging from $10M–$100M+.
- Proficiency with RSMeans, Procore, On‑Screen Takeoff, or similar estimating tools.
- In‑depth understanding of Federal Acquisition Regulations (FAR) and proposal development.
- Strong leadership, analytical, and communication skills.
