Job Description
The Safety Manager is responsible for developing, implementing, monitoring, and enforcing safety policies and procedures that protect employees, the public, company assets, and project partners.
The Safety Manager is also responsible for attending Captive Insurance Risk control workshops and handling insurance claims.
This is a highly visible, field-oriented leadership position.
The Safety Manager will work closely with project managers, superintendents, foremen, equipment personnel, and field employees to build a strong safety culture while ensuring compliance with applicable OSHA, federal, state, local, owner, and project-specific safety requirements.
he successful candidate will understand the unique hazards associated with heavy civil construction, including grading and excavation, underground utilities, paving operations, concrete construction, heavy equipment, traffic control, trenching, confined spaces, and work adjacent to active roadways.
Essential Duties and Responsibilities
Safety Leadership & Culture
- Provide leadership and direction for the company's overall safety program.
- Promote a proactive safety culture focused on hazard recognition, prevention, accountability, and continuous improvement.
- Develop strong working relationships with project managers, superintendents, foremen, equipment operators, craft employees, and subcontractors.
- Maintain a regular presence on active jobsites and communicate directly with field personnel.
- Coach supervisors and employees on safe work practices and help develop practical solutions to field safety concerns.
- Reinforce the expectation that safety is an operational responsibility shared by every employee.
- Recognize positive safety performance while addressing unsafe behaviors and conditions promptly and consistently.
Jobsite Safety
- Conduct routine and unannounced safety inspections of jobsites, yards, shops, and other company facilities.
- Identify unsafe conditions, behaviors, and work practices and coordinate corrective action with field supervision.
- Evaluate project-specific hazards associated with:
- Excavation and trenching
- Underground wet and dry utilities
- Heavy equipment and mobile equipment
- Grading and earthwork
- Asphalt paving
- Concrete and structural work
- Traffic control and work-zone safety
- Confined spaces
- Lifting and rigging
- Fall protection
- Electrical hazards
- Silica and respiratory hazards
- Heat exposure and other environmental conditions
- Review Job Hazard Analyses (JHAs), Activity Hazard Analyses (AHAs), pre-task plans, and other project-specific safety documentation.
- Participate in project planning and preconstruction activities when significant safety risks or unusual project requirements are identified.
- Coordinate with subcontractors to ensure compliance with company and project safety requirements.
- Exercise appropriate stop-work authority when an imminent safety hazard exists.
Regulatory Compliance
- Maintain company compliance with applicable OSHA and Arizona occupational safety requirements and other federal, state, local, owner, and contractual safety requirements.
- Monitor regulatory changes and recommend updates to company policies, procedures, and training programs.
- Maintain required OSHA records, including OSHA 300, 300A, and 301 documentation.
- Coordinate regulatory inspections and serve as a company safety representative when appropriate.
- Assist management with responses to citations, regulatory inquiries, and corrective-action requirements.
- Maintain required safety documentation and records in an organized and auditable manner.
- Attend insurance risk control meetings, and loss control phone calls.
- Take lead on assisting insurance company in managing claims.
