The Certified Labor Compliance Specialist is responsible for ensuring company compliance with federal, state, and local labor laws across multiple states. This role specializes in union labor compliance, certified payroll reporting, Labor Project Compliance (LPC) tracking, and prevailing wage monitoring. The Specialist ensures accurate reporting, documentation, and adherence to contractual and regulatory requirements on public and private projects.

Key Responsibilities Labor Compliance & Regulatory Oversight
  • Ensure compliance with federal regulations, including Davis-Bacon Act and state prevailing wage laws.
  • Monitor and interpret multi-state labor law requirements.
  • Maintain up-to-date knowledge of union agreements and labor contract provisions.
  • Conduct internal audits to ensure compliance with wage and hour laws.
  • Prepare documentation for labor board reviews, audits, and government inspections.
Union & Collective Bargaining Compliance
  • Administer union reporting requirements and ensure adherence to collective bargaining agreements (CBAs).
  • Monitor union benefit contributions, fringe allocations, and proper classification of workers.
  • Serve as liaison between the company and union representatives.
  • Address grievances related to labor compliance issues.
Certified Payroll & LPC Tracking
  • Prepare and submit certified payroll reports (e.g., WH-347 forms).
  • Track Labor Project Compliance (LPC) documentation for public works projects.
  • Ensure proper worker classification and prevailing wage determinations.
  • Review subcontractor payroll submissions for compliance.
  • Maintain accurate project labor compliance records across multiple jurisdictions.
Multi-State Operations
  • Monitor varying state labor compliance laws and reporting requirements.
  • Ensure compliance with state-specific apprenticeship and prevailing wage programs.
  • Coordinate reporting deadlines across multiple states.
  • Maintain regulatory calendars and compliance checklists for each operating state.
Audit & Reporting
  • Conduct periodic internal labor compliance audits.
  • Prepare reports for senior leadership regarding compliance status and risks.
  • Identify potential violations and implement corrective action plans.
  • Maintain document retention in accordance with regulatory requirements.
Qualifications
  • Labor Compliance Certification (e.g., Certified Payroll Professional, Labor Compliance Program certification, or equivalent).
  • Minimum 3–5 years of experience in labor compliance, public works compliance, or union payroll administration.
  • Strong knowledge of:
  • Prevailing wage laws
  • Certified payroll reporting
  • Collective bargaining agreements
  • Experience working with LPC tracking systems and certified payroll software.
  • Strong analytical and auditing skills.
  • High attention to detail and regulatory accuracy.

Education and/or Experience
  • 2 years of experience with Administration, preferably within the Construction Industry
  • Previous experience in the playground/recreation industry is a plus.
Reasoning Ability

Technical & Computer Skills
  • Proficiency in Microsoft Office Suite (Excel – advanced formulas, pivot tables, data analysis; Word; Outlook; PowerPoint).
  • Experience with certified payroll software and electronic reporting systems (e.g., LCPtracker, eMars, DIR, or similar LPC platforms).
  • Familiarity with multi-state payroll systems (e.g., ADP, Paychex, or equivalent).
  • Experience using ERP or accounting systems for labor cost tracking.
  • Ability to analyze large payroll datasets and reconcile discrepancies.
  • Knowledge of document management systems and compliance tracking databases.
  • Comfortable working with online government reporting portals.
  • Strong data entry accuracy and recordkeeping skills.
  • Ability to generate compliance dashboards and reporting summaries.
