Job Description

Information Technology Services (ITS) at the MCCCD seeks an experienced IT Manager, People Soft Product Management, on the Business Enablement (BE) team. Under the direction of the IT Director, this critical position will manage the People Soft functional team. The IT Manager is responsible for all functional work for People Soft Human Capital Management (HCM), People Soft Financial Management (FMS), and Oracle Planning & Budgeting Service (EPM) systems.

This position manages team activities including assignment and tracking, training, serves as the functional lead for projects, and leads design discussions. It also serves as a focal point for ensuring production support, collaboration with development and security teams, upgrades, and enhancements. The role takes on a product manager stance for HCM, FMS, and MPB products and participates in decision‑making activities related to these products.

The role frequently engages with business owners and technical teams to develop new functionality to meet business requirements and enhance existing customizations and applications. It includes exceptional functional lead/manager experience with People Soft applications and enjoys sharing knowledge and mentoring junior developers.

Time Spent
  • 30% – Plans, organizes, assigns, supervises, reviews, and evaluates staff work; identifies training needs; supports professional growth; mentors junior team members.
  • 30% – Oversees day‑to‑day operational and project support functions of HCM, FMS, and EPM applications; liaises with business, development, systems, and security teams for functional support and adoption of new features.
  • 25% – Serves as HCM, FMS, and EPM product manager responsible for integrated solutions, OCI upgrades, CPU, People Tools upgrades, and PUM updates.
  • 10% – Researches and implements industry best practices, standards, trends, and emerging technologies.
  • 5% – Performs related duties as assigned.
Requirements

Bachelor’s Degree from a regionally accredited institution in information technology or directly related field and five (5) years of professional experience in a related area, including two (2) years of supervisory experience. OR an equivalent combination of education, certification, and full‑time work experience sufficient to successfully perform the essential duties of the job.

Preferred Qualifications
  • Experience leading and managing large‑scale implementation, upgrade, and/or integration projects in a People Soft environment or SaaS cloud applications.
  • Experience supervising or managing resources, products, and vendor relationships.
  • Experience with People Soft HCM, FMS, or EPM applications to map business processes and identify areas for enhancement.
  • Experience supporting and leading full lifecycle implementation activities: configuration, testing, deployment.
  • Experience designing and developing reports, complex SQL scripts, and People Soft queries.
  • Experience leading analysis, planning, and requirements gathering for new People Soft HCM, FMS, or EPM functionalities.
  • For internal applicants: one year of full‑time relevant MCCCD experience during the previous two years.
