Job Summary

The Technical Manager – Quality and Training role is responsible for program-level quality governance, inspection readiness, and QA/QC standardization across large-scale, mission-critical infrastructure programs spanning multiple regions. This role ensures installation quality, inspection processes, documentation accuracy, and turnover readiness meet company standards and customer requirements.

The Technical Manager develops and enforces standardized quality tools, inspection workflows, and audit practices, while coordinating closely with Operations, Program Management, and Field teams. This role serves as the primary quality authority for the program and acts as an advocate for workmanship excellence, documentation integrity, and continuous improvement across all project phases.

General

Job Duties and Responsibilities Program Quality Governance & Oversight
  • Provide program-level quality governance across all regions and project sites.
  • Establish, implement, and maintain standardized QA/QC procedures, inspection workflows, and documentation standards.
  • Ensure alignment with company quality standards, customer specifications, and program governance requirements.
  • Serve as the primary escalation point for quality-related issues and non-conformances.
Inspection Planning & Execution
  • Develop and maintain inspection plans supporting installation, testing, commissioning, and turnover readiness.
  • Implement standardized inspection and verification checklists for all project phases.
  • Coordinate and perform field quality audits to verify compliance and milestone readiness.
  • Validate readiness for key milestones and final turnover through documented inspections.
QA/QC Documentation & Reporting
  • Maintain quality documentation including inspection records, punch lists, photos, reports, and audit results.
  • Ensure quality records are complete, accurate, and audit-ready within approved document management systems.
  • Track, analyze, and report quality KPIs, trends, non-conformances, and corrective actions.
  • Provide regular quality status updates to Program Management and Operations leadership.
Cross-Functional Collaboration
  • Partner with Operations, Project Managers, Superintendents, Field Engineers, and Technical Managers to ensure quality readiness.
  • Support Pre-Construction teams by reviewing quality requirements, inspecting deliverables, and turnover expectations.
  • Participate in customer and contractor quality reviews and inspections as the program quality representative.
  • Mentor and support Quality Specialists and training personnel assigned to the program.
Continuous Improvement & Training
  • Drive continuous improvement through lessons learned, updated inspection tools, and enhanced QA/QC workflows.
  • Support development and delivery of quality-related training and field guidance.
  • Promote a culture of quality, accountability, and proactive issue identification.
Physical and Mental Requirements
  • Operate as a team member of management.

  • Must be self-motivated, positive in approach, professional, and able to lead others to create, develop, implement, and review process improvements.

  • Must have high-level skills to interpret blueprints, specifications, reporting, and quality requirements.
  • Must be able to travel nationally as required to support Microsoft program sites.
  • Regular attendance is mandatory.
Education, Certification, License, and Skill Requirements
  • High School diploma or equivalent required; bachelor’s degree.
  • Minimum five (5) years of project management or quality leadership experience in telecommunications, mission-critical, or construction environments.
  • Minimum three (3) years of experience in QA/QC, inspection, or training roles.
  • Experience utilizing Plan Grid or equivalent QA/QC inspection and punch list management tools.
  • Prefer BICSI trainer certification.
  • Working knowledge of instructional design and adult learning theory practice.
  • Must be able to lead and work as part of a team.
  • Ability to determine the kind of tools and equipment needed to do a job.
  • Possess good knowledge of arithmetic, algebra, geometry, and their application.
  • Maintain technical knowledge by attending educational workshops, reviewing publications.
  • Working knowledge of construction process (bid process, project management, delegation, financial, etc.).
