Work involves preparing and/or overseeing the preparation of financial analyses and reports, establishing, maintaining, and/or overseeing accounting systems, procedures, and controls. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES AND RESPONSIBILITIES Responsible for assigning, reviewing, and evaluating the work of Business Office staff and staff accountants; providing training, coaching, and technical guidance; and ensuring timely completion of assigned duties.

Supports the implementation of consistent and efficient accounting processes and procedures and provide technical guidance to Business Office on complex accounting issues.

Completes or assists with State required cost accounting reports per established guidelines including the CAM, MAC, MEI, CCBHC and ECI cost reports as assigned by CFO.Maintains overall quality control of the accounting systems necessary to provide accurate accounts of expenditures for Center programs, including insurance and asset management, ensuring the integrity of system and internal controls.

Align the general ledger accounting practices to support Center budgeting and forecasting. Audits, prepares and reviews general ledger accounting entries and reconciliation of financial transactions.

As assigned by the CFO, processes funds transfers, including the preparation and processing of all required documentation for each transaction.

Audits accounting, accounts payable, and financial documents for accuracy and compliance with departmental policies and procedures as well as state and federal requirements.

Assists the CFO in the preparation, monitoring, and analysis of the Center's annual operating budget and financial forecasts.

Analyzes and recommends improvements or revisions to the accounting system and procedures.

Review internal control procedures to determine compliance with all federal, state, local rules and regulations to include agency policies, procedures and priorities.

Works closely with the CFO to plan, organize, and/or coordinate programs for the financial operations of the Center.

Assist the CFO with the preparation of the monthly operating statements, financial statements, analyses, and reports.

Coordinates and assumes a lead role in compiling and reviewing the financial data and information for the annual single fiscal audit and other audits as scheduled and required.

Demonstrate high ethical standards, trustworthiness, and personal integrity. Regular attendance, dependability, and promptness are required for the 8-5 workday or agreed upon hours 100% of the time, to ensure consistency and completeness of program’s processes.

Professional Development
- Successfully complete training required to maintain skill competency and cross training to ensure consistency across program procedures. Complete continuing education as required by professional standards and the Center.

GENERAL QUALIFICATIONS Experience/Education/Licensing/Certification Minimum of three (3) years of experience in governmental or non-profit accounting and financial operations, including knowledge of governmental accounting principles and Texas Local Mental Health Authority funding structures preferred.

Graduation from an accredited four-year college or university with a degree in accounting; significant coursework in accounting, finance, or business may be considered.

Minimum of two (2) years of supervisory or leadership experience required.

CPA designation preferred.
