GENERAL DESCRIPTION Performs moderately complex (journey-level) managerial work overseeing the daily operations of the Substance Use Disorder (SUD) and Community Health Worker (CHW) Programs. Responsibilities include program administration, staff supervision, operational planning, contract compliance, quality improvement, budgeting support, and community outreach. Works under general supervision with limited latitude for the use of initiative and independent judgment.
ESSENTIAL DUTIES AND RESPONSIBILITIES Provides management of the Substance Use Disorder (SUD) Program and Community Health Worker (CHW) Program, ensuring effective daily operations and continuity of services.
Provides direct community outreach, engagement, and care coordination services alongside the Community Health Worker (CHW) team for a minimum of 50% of scheduled work time, in accordance with contractual requirements.
Oversees Community Health Worker outreach activities, including mobile engagement, community education, resource navigation, referrals, and linkage to behavioral health, substance use, medical, and social services using a person-centered, trauma-informed, and nonjudgmental approach.
Assists with budget monitoring, resource allocation, and operational planning to support program objectives.
Assists in ensuring compliance with the Center's Substance Use Program contracts, including all contractual requirements, deliverables, and performance expectations.
Provides clinical consultation, guidance, and operational support to Substance Use Disorder (SUD) providers to promote quality care, evidence-based practices, and compliance with program standards.
Supervises, coaches, mentors, and evaluates assigned staff using Positive Coaching principles.
Monitors staffing levels, coordinates coverage, and supports workforce planning.
Monitors program outcomes, analyzes performance data, and assists with quality improvement initiatives.
Prepares required reports, correspondence, and regulatory documentation for review and approval by the Manager
5.Participates in all required Technical Assistance (TA) calls and meetings.
Collaborates with clinical leadership and internal departments to coordinate care and promote integrated behavioral health and community-based services.
Develops and maintains collaborative relationships with community organizations, healthcare providers, and other stakeholders to strengthen partnerships, increase awareness of program services, and improve access to care.
Demonstrate professionalism, ethical conduct, trustworthiness, and integrity while maintaining positive and collaborative working relationships with staff, leadership, community partners, and stakeholders
Maintain regular attendance, dependability, and punctuality to ensure consistent program operations and service delivery.
Complete all required training, maintain required competencies, and participate in ongoing professional development and cross-training activities.

GENERAL QUALIFICATIONS Experience/Education/Licensing/Certification Bachelor's degree in Counseling, Social Work, Psychology, Public Health, Human Services, Healthcare Administration, or a closely related field required.
Current Texas Licensed Chemical Dependency Counselor (LCDC) license in good standing is required.

Minimum of three (3) years of experience working in substance use disorder treatment or behavioral health services required.
Minimum of two (2) years of supervisory, management, or program leadership experience required.
Preferred Qualifications:
Master's degree preferred.
Experience working with Community Health Worker programs is preferred.
Experience leading multidisciplinary behavioral health teams preferred.
Knowledge/Skills/Abilities Strong leadership and communication skills.
