Location

Position(s) to be filled:
Department of Mental Health & Substance Abuse Services, Western Mental Health Institute, Hardeman County. This is an on‑site position.

Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree AND one year of full‑time professional staff administrative and/or analytic experience.

Substitution of Experience for

Education:

Qualifying full‑time increasingly responsible sub professional, para‑professional, or professional experience may be substituted for the required education, on a year‑for‑year basis, to a maximum of four years.

Substitution of Education for

Experience:

Additional graduate coursework in public administration, business administration, or other acceptable field may be substituted for the required experience, on a year‑for‑year basis.

OR One year of professional administrative services experience with the State of Tennessee.

Necessary Special Qualifications for Department of Human Services positions:

  • Complete a criminal history disclosure form.
  • Agree to release all records involving criminal history.
  • Supply a fingerprint sample for TBI‑based criminal history records check.
  • Submit to a review of status on the Department of Health’s vulnerable persons registry.

Special requirements for Disability Determinations Section, Division of Rehabilitation Services:

  • Complete a federal background check per HSPD‑12 for issuance of an HSPD‑12 compliant PIV credential card.
Overview

Under general supervision, responsible for staff administrative work of average difficulty to support line operations, performing tasks such as budget development, contract monitoring, personnel administration, research, planning, information compilation, procurement, grant proposal review, forms design, and report preparation.

Responsibilities
  • Performs general staff administrative duties to support program operations.
  • Prepares, reviews, and maintains records and reports to ensure accuracy, completeness, and adherence to standards.
  • Serves as liaison between the agency and public, other state departments, officials, and external entities.
  • Interprets and enforces existing policies and methods; analyzes policies to recommend improvements.
  • Prepares and reviews operating budgets; conducts grant administration and monitoring for compliance.
  • Conducts research in fiscal, economic, legal, legislative, or publication areas.
  • Performs human resources administration in employee relations, EEO, recruitment, development, and training.
  • Makes work assignments to staff; may train less experienced staff.
