Management Support Framework Specialist
Plans, develops, evaluates, coordinates, and implements a management support framework to complete one or more large and important projects or several smaller projects with complex features in a large, complex hydro system. Responsible for the business and technical aspects of the entire project. Business responsibilities include budget, schedule, establishing project work breakdown structures, analysis and processing partner/contractor invoices, cost analysis and forecasting, work planning, monitoring/controlling expenditures and change control.
Technical responsibilities include providing guidance to the project team and other specialists/consultants along with the responsibility for their work quality. Ensures that project requirements are identified and met, completes engineering economic analyses as needed, assists in the project approval process, approves project change results within approved limits, allocates contingency and conducts lessons learned reviews at project completion. Initiates project controls or related process improvements to optimize achievement of program/project or business plan objectives.
Performs and directs studies to evaluate the effectiveness of project control techniques utilized on projects. Develops detailed estimates utilizing advanced computer skills both in spreadsheet software packages and in the current estimating system. Review and analyze vendor proposals, ensure alignment of work scopes, estimates, schedules, cost accounts, and prepare project environmental decision records for review. Utilizes good communication and coordination skills to support project personnel in the development of the program/project.
Uses judgment in the utilization of techniques, procedures, and criteria to devise new approaches to resolve identified problems.
Education and Experience/Certificates, Licenses, and Registration Requirements/Other Requirements Bachelor of Science degree in Mechanical, Electrical, Civil, Industrial or related engineering field from an accredited school or university. PE and/or certification by the Project Management Institute or AACE International are desired.
