PURPOSEOF CLASSIFICATION
Under the direction and review of the Board, the Library Director is responsible for the operations of the library and development and implementation of its service programs. Assists the Board with long range planning and policy development; managing all library resources, including human resources in cooperation with the Anderson County Human Resources Director and in compliance with all Anderson County Government personnel policy and procedures.
Organizes the acquisition, access, storage, and control of the library's collections. Designs and implements services and programs for patrons of all ages, which will ensure that the goals of the library are achieved. The Library Director hires and supervises all staff, substitutes, and volunteers who work in the library. The Library Director shall subscribe to the Ethics Statement for Public Library Trustees, the Library Bill of Rights, and the Freedom to Read and the Freedom to View statements.
FUNCTIONS
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required or assigned.
Administrative Services- Implement policies as established by the Board and periodically review and make recommendations to the Board for revisions.
- In cooperation with the Board Treasurer, prepare the draft of the annual library budget for Board discussion and approval.
- Receive and expend library funds according to Anderson County Accounting and Budget Office policy and procedure, and maintain accurate and up-to-date records showing the status of library finances. Submit monthly, quarterly and annual financial reports to the Board.
- Recruit, select, hire, supervise, evaluate annually and terminate if necessary, library staff in conformity with library and county policy and procedure, and state and federal law. Oversee scheduling of staff and volunteers to ensure maintenance of library hours and operation.
- Attend monthly meetings of the Board, except those in which salary and performance are discussed, and prepare and submit a written, detailed Director's Report to the Board monthly.
