TERMS OF REFERENCE

The consultancy aims to strengthen the child protection system in India and provide strategic and technical support with a specific focus on Family-Based Alternative Care (FBAC) by supporting system strengthening, implementation of care reform, and documentation of best practices aligned with national priorities and global frameworks.

This includes strong and sustained advocacy and liaison with the UNICEF Child Protection Network colleagues, Ministry of Women and Child development, NGO partners and other relevant stakeholders on especially interventions that aim at ensuring policy-oriented delivery of services. The consultant will provide professional expertise and assistance in working closely with the UNICEF along agreed outcomes and results as well as evolving needs on a continuous basis.

* Minimum requirements:

* Education:

Master's degree in social sciences or other relevant fields

* Work Experience:

Minimum of 8 years' experience in the area of child protection and specifically on alternative care related programs.

* Understanding of research and monitoring, participatory learning methodologies will be preferred.

* Experience in report writing, and preparation of evidence based documentation for donor reporting.

* Knowledge of juvenile justice is preferred.

* Experience in working with Government or UN agencies

* Skills (optional):

* Ability to engage with a wide range of people, including government partners, academic centres, formal and in-formal Networks & Collectives, NGOs/CSOs and technical experts if required to collate all relevant information.

* Demonstrates high level of writing and editing skills, budget analysis and reporting.

* Language Requirements:

* Knowledge of additional Indian regional languages will be considered an asset.

* Excellent written and verbal communication skills in English and Hindi are required.
