Job Summary

The Accounting Technician II reports directly to the Financial Officer and provides highly complex technical accounting support within the financial office of a state hospital. Responsibilities include processing banking, trust fund, procurement card, audit, travel, payroll, and invoice activities, using the HHSC’s financial systems (CAPPs Financials, HHSAS People Soft) and maintaining client records and financial documents.

Essential Job Functions
  • Attend work on a regular and predictable schedule per agency leave policy and perform other duties as assigned.
  • Process daily deposits and cash/cheque receipts into CAPPS financials.
  • Code, post, and balance financial accounting documents and records in the Client Trust Fund system.
  • Review and determine available funds in the CTF system and adjust cash accordingly.
  • Post receipts and disbursements into the CTF system and prepare documentation for deceased clients.
  • Maintain client records for moves, discharges, and transfers and disburse discharged client account balances.
  • Serve as Procurement Card Coordinator, reconcile statements with purchase logs, provide pro‑card usage reports, assign budget coding, and enter entries into CAPPs Financials.
  • Conduct daily cashier audit, monthly petty cash balance, quarterly unused‑check audit, and reconcile discrepancies in accounts, bank statements, and CTF system.
  • Coordinate employee travel including airline, hotel, rent‑a‑car, travel card processing, and travel form reconciliation; scan and send details to State office accounting.
  • Assist RBMO Accountant I with payroll processes and questions for facility employees and contractors.
  • Prepare payments, cash, journals, and vouchers for submission to State office accounting; scan or mail documents to SOA (regional office only).
  • Assist with invoice approval prior to entry and payment; track invoices in an Access database.
  • Perform additional duties such as administration, cashier support, fiscal services, training on tasks for new employees, and participate in disaster response or COOP activations.
Knowledge, Skills, and Abilities
  • Knowledge of generally accepted accounting principles and automated accounting systems.
  • Knowledge of CAPPs Financials and HHSAS People Soft (preferred).
  • Knowledge of accounts payable and reconciliation.
  • Skill in using a personal computer; proficiency in Microsoft Excel, Word, and Outlook.
  • Ability to apply accounting theory to transactions and internal control procedures.
  • Ability to prepare and maintain records, files, and reports; and to train other employees.
Registrations, Licensure, and Certifications
  • Valid driver’s license required.
Initial Screening Criteria
  • Experience functioning within a business process.
  • Graduation from a standard high school or equivalent.
Additional Information
  • Experience with a computerized record‑keeping system is generally preferred.
  • Applicants must pass a fingerprint criminal background check, pre‑employment drug screen, and registry checks (CANRS, Nurse Aid, Medication Aide, Employee Misconduct, LEIE). Males 18‑25 must be registered with the Selective Service.
  • All applicants must be at least 18 years of age to be considered;
    Waco and Terrell Center for Youth applicants must be 21.
  • Flexibility in work hours may be required; overtime or extended hours possible.
  • Compliance with HHSC immunization policy and state hospital operating procedures related to immunizations is required.
