Join Texas Health and Human Services Commission (HHSC) in a team devoted to serving Texans. The role supports the daily operations of the Support Services Departments at the State Hospital, including plant maintenance, grounds keeping, motor pool/fleet management, food services, housekeeping, laundry, and additional areas such as risk management and barber/cosmetology depending on facility needs.
Responsibilities- Administer and oversee daily activities of Support Services Departments.
- Hire, develop, manage, and schedule staff, ensuring an adequate and well‑trained workforce.
- Plan, organize, implement, and measure effectiveness of support services in accordance with operational standards set by the HHSC, local facility policies, The Joint Commission, CMS, Texas Administrative Code, and other applicable rules.
- Oversee physical plant and environmental issues within the facility perimeter.
- Establish goals and objectives to address potential plant and machinery issues, such as aging HVAC or plumbing.
- Serve as liaison to state office and other stakeholders for contracts, procurement, and facilities services support.
- Act as primary point of contact for infrastructure, capital construction and maintenance efforts.
- Participate in and facilitate meetings to represent business functions and perform other duties as assigned.
- Analyze budgets for projects and control costs related to workers’ compensation exposure.
- Serve as acting/interim Assistant Superintendent as needed and participate in the on‑call rotation.
- Participate in disaster response and/or recovery and Continuity of Operations (COOP) activation when required.
- Attend work on a regular basis, may work specific shift schedule, rotating schedule, extended shift, and/or overtime per agency leave policy.
- Act in executive or administrator on duty in rotation, and be on‑call as needed.
- Provide leadership, plan, assign, and supervise departmental staff across maintenance, food services, laundry, etc.
- Hire, train, and promote professional growth of employees.
- Conduct performance evaluations and oversee staff development plans.
- Ensure organizational structure is efficient and effective.
- Guarantee compliance with HHSC and external standards (TJC, CMS, SORM, State Fire Marshall, ADA, Texas Administrative Code, Life Safety Code).
- Participate in continuous process improvement for compliance with TJC and CMS conditions.
- Implement and monitor safety program; inspect work spaces and equipment for hazards.
- Actively correct unsafe conditions and maintain safety logs.
- Be voting member of the Safety Committee.
- Manage capital construction and maintenance projects, prioritize and coordinate with SH Superintendent and stakeholders.
- Develop and implement internal control plans for environmental, food service, and maintenance departments.
- Oversee workers’ compensation program, review incidents, maintain database, and mitigate exposure.
- Serve as voting member of the Accident Review Board.
- Oversee emergency management/disaster preparedness plan, conduct tabletop exercises, and liaise with state office.
- Other duties as assigned.
