Job Summary

Under general direction of the City Engineer, the Building Official plans, organizes, manages, and directs the City’s building inspection and code enforcement activities. This position is responsible for administering and enforcing adopted construction codes and ordinances, overseeing inspection operations, and ensuring safe and compliant development throughout the City. The Building Official supervises inspection staff and coordinates with internal departments, contractors, and the public to support efficient and effective development services.

Functions
  • Administers, interprets, and enforces all adopted building and construction codes, ordinances, and regulations.
  • Exercises independent judgment and discretion in interpreting codes, reviewing plans, and determining compliance with applicable regulations.
  • Develops, implements, and modifies departmental policies, procedures, and operational standards for permitting and inspection activities.
  • Plans, organizes, and directs the daily operations of the building inspection division with minimal supervision.
  • Supervises building inspectors and related staff, including interviewing, hiring, training, assigning work, evaluating performance, and administering disciplinary actions.
  • Reviews and approves residential and commercial construction plans for compliance with applicable codes and ordinances.
  • Conducts complex inspections and investigations involving difficult code interpretations or high‑risk construction projects.
  • Determines appropriate enforcement actions, including issuing stop‑work orders, notices of violation, and citations, based on professional judgment and regulatory requirements.
  • Provides authoritative guidance and interpretation of codes to contractors, developers, engineers, architects, and the public.
  • Investigates complaints and resolves disputes related to building code compliance and construction practices.
  • Coordinates with Engineering, Planning, Fire, and Public Works to ensure consistent and efficient development review and inspection processes.
  • Assists in the development and revision of ordinances and long‑range planning efforts related to construction and development.
  • Prepares reports, maintains records, and ensures accuracy and completeness of inspection and permitting documentation.
  • Participates in budget preparation and monitors division expenditures.
  • Ensures staff compliance with required certifications, training, and safety standards.
  • Performs related duties as assigned.
  • Supervisory Responsibilities

    Directly supervises Building Inspectors and may oversee permit technicians or other administrative staff.

    Required Knowledge,

    • International Code Council (ICC) codes and standards.
    • Building construction methods, materials, and safety practices.
    • Municipal inspection, permitting, and code enforcement processes.
    • Applicable federal, state, and local laws and regulations.
    • Principles of supervision, training, and performance management.

    • Interpreting and applying complex building codes, technical codes and regulations.
    • Reviewing construction plans and specifications.
    • Managing multiple projects and priorities.
    • Effective written and verbal communication to interact professionally with City employees, the general public, and vendors and contractors.

    • Strong reading, writing, mathematical, and reasoning skills.
