Position Overview
Director of Volunteer Services (Volunteer Services Coordinator IV) – Health & Human Services Commission (HHSC).
Job location:
Terrell State Hospital, 1200 E Brin, Terrell, TX. Shift: Day. Salary Range: $4,020.33 – $6,335.66 per month.
- Plan, organize, supervise, direct, and publicize the facility's community relations and volunteer services programs.
- Coordinate recruitment, selection, orientation, and recognition of volunteers; match volunteer skills with client needs.
- Develop and oversee policies, procedures, budgets, and reports for the Community Relations Department and Volunteer Services Council.
- Provide technical assistance to volunteer groups and municipal, state, and national partners.
- Serve as a non‑voting member of the Volunteer Services Council and Family Association, ensuring compliance with Texas and legislative policies.
- Act as the Public Information Officer within the Incident Command System.
- Document and acknowledge monetary and in‑kind donations, maintain donor databases, and ensure compliance with conflict‑of‑interest requirements.
- Supervise volunteers and lower‑level staff, providing training and oversight during events.
- Participate in disaster response or Continuity of Operations (COOP) activations as required.
- Attend work regularly; may be scheduled for rotating or overtime shifts according to agency policy.
- Prepare educational and training materials; manage budget and generate monthly and annual reports.
- Maintain media support, including press releases, public announcements, and marketing projects.
- Oversee fundraising activities and ensure compliance with state policies.
- Provide supervision over volunteers and staff during event planning and execution.
- Perform additional duties as assigned, including supporting disaster or COOP activities.
Skills and Abilities
- Knowledge of community organization, volunteer services, and grant funding regulations.
- Advanced computer skills, proficient with Microsoft Office (Outlook, Excel, PowerPoint).
- Strong research and communication abilities; capable of speaking and writing for media.
- Ability to work independently, make decisions within broad parameters, and foster positive relationships with staff and community partners.
- Experience in managing volunteer or donor databases (e.g., Salesforce).
Graduation from an accredited four‑year college or university with major coursework in behavioral science, business administration, marketing, public relations, volunteer or non‑profit management is required. In addition:
- Three (3) years of direct experience in marketing, public relations, volunteer or non‑profit management preferred.
- Six years of direct experience in marketing, public relations, volunteer or non‑profit management is acceptable.
- Two years of experience with Salesforce volunteer or donor databases required.
Must possess a valid Texas driver’s license or obtain it within 90 days of hire. Out‑of‑state license holders must provide an original certified driving record.
Additional RequirementsApplicants must:
- Pass a fingerprint criminal background check, pre‑employment drug screen, and registry checks including the CANRS, Nurse Aid, Medication Aide, and Employee Misconduct lists.
- Be at least 18 years of age (21 for Waco and Terrell Center for Youth applicants).
- Comply with the HHSC immunization policy and state hospital operating procedures. Vaccination is required for employees with significant contact; if not immunized for influenza, masking and other protective measures may be required.
Flexibility in work hours may be required; overtime or extended hours may be necessary.
