Job Description

The Texas Health and Human Services Commission (HHSC) seeks a Security Officer III for the Terrell Center for Youth. The role supports the Security Supervisor in executing departmental goals and provides highly complex security services to a mental health facility that offers state‑of‑the‑art, recovery‑oriented care.

Responsibilities

The Security Officer III is the most senior Security Officer and performs the following duties with limited supervision and considerable initiative:

  • Patrol hospital grounds, inspecting and safeguarding buildings, properties, and equipment.
  • Monitor and mitigate unusual occurrences such as trespassing, vandalism, and emergencies.
  • Write incident reports and document events in the security log.
  • Operate the security switchboard, including the call center, fire alarm system, and emergency response line.
  • Check points of ingress and egress to prevent unauthorized departures or escapes.
  • Investigate and document incidents such as thefts, vehicle accidents, and weather‑related events.
  • During the absence of the Security Supervisor, prepare the department schedule, review reports, and represent the department at meetings.
  • Respond to fire alarms, determine the nature of the emergency, reset alarms, and escort the fire department to facilitate access and mitigate impact.
  • Provide crisis intervention when necessary, assist staff with controlling disruptive or combative patients or guests, and escort disruptive individuals off hospital grounds.
  • Operate state vehicles to transport patients, employees, and visitors on or off the hospital grounds and maintain inspection forms for preventive maintenance.
  • Participate in disaster response, recovery, or Continuity of Operations (COOP) activation, which may require alternate shift patterns or locations.
  • Perform other duties as assigned by the Security Supervisor.

Additional pay is available for work performed on evenings, nights, or weekends.

Essential Job Functions

Reports to the Security Supervisor; attends work on a regular basis and may work specific shifts, rotating schedules, extended shifts, or overtime. Performs duties listed above and any additional responsibilities assigned to meet agency obligations.

Knowledge,

Skills and Abilities
  • Knowledge of alarm devices and emergency response procedures.
  • Knowledge of traffic and parking regulations.
  • Skills in personal interaction with patients, staff, and the public.
  • Proficiency with written and verbal communication, including succinct incident reporting.
  • Ability to use Microsoft Office programs.
  • Ability to patrol grounds, detect incidents, and take appropriate action to mitigate impact to the campus.
  • Ability to react quickly and calmly in emergency situations.
  • Physical ability to walk or stand for considerable lengths of time.
  • Ability to drive out‑of‑town and operate a wheelchair van.
Registrations, Licensure Requirements or Certifications

Must possess a valid Texas driver license or obtain it no later than 90 days following hire date. Out‑of‑state license holders must provide an original certified driving record. Current CPR/AED certification preferred; willingness to obtain certification within six months is required.

Initial Screening Criteria

• Five years or more continuous experience in law enforcement, security, or corrections; OR
• Three years or more security experience in a mental health facility.
