Position SummaryThe UXO Safety Officer (UXOSO) is the designated onsite authority for health and safety on projects involving Munitions and Explosives of Concern (MEC) and Munitions Constituents (MC). This position is responsible for developing, implementing, and enforcing safety and health requirements for all UXO, environmental, and construction activities on the project, with particular emphasis on explosives safety and compliance with USACE EM 38511, DoD and DDESB standards, OSHA regulations, and client‑specific requirements.
The UXO Safety Officer works closely with the Senior UXO Supervisor, Project Manager, and Quality Control Manager to ensure that all work is conducted safely, hazards are identified and controlled, and personnel are trained and equipped to perform their tasks without incident.
- Develop, review, and implement project‑specific safety and health documents, including:
- Site‑Specific Safety and Health Plans (SSHPs) / Accident Prevention Plans (APPs)
- Activity Hazard Analyses (AHAs)/Job Hazard Analyses (JHAs)
- Emergency Response Plans
- UXO safety procedures and standard operating procedures (SOPs)
- Ensure consistency and compliance of safety documents with USACE EM 38511, OSHA 29 CFR (HAZWOPER), DoD and DDESB explosives safety criteria, and client requirements.
- Support preparation and review of Explosives Safety Submissions (ESS) and Munitions Response Work Plans from a safety perspective.
- Serve as the onsite safety authority for all project personnel, including UXO, environmental, construction, subcontractors, and visitors.
- Conduct initial and recurring site safety orientations, daily tailgate safety briefings, and UXO‑specific safety briefings for all personnel entering UXO work areas.
- Implement and monitor site control measures, including:
- Exclusion, contamination reduction, and support zones
- Safe distances, barricades, and access control points
- Personal protective equipment (PPE) selection and use
- Observe field operations (UXO clearance, demolition, intrusive investigation, drilling, excavation, construction support, geophysical surveys) to verify compliance with safety and health requirements and to identify unsafe acts/conditions.
- Conduct formal and informal safety inspections, audits, and walkdowns; document findings and ensure timely corrective actions.
- Identify and evaluate safety hazards associated with UXO and related activities, including explosives, heavy equipment, confined spaces, working at heights, traffic, environmental hazards, and weather.
- Assist in the development, review, and approval of AHAs/JHAs for UXO and non‑UXO tasks; ensure that hazards, controls, and required training/PPE are clearly defined and implemented.
- Verify that required safety monitoring and sampling (e.g., air monitoring, noise, heat stress) is performed as needed, and recommend appropriate controls.
- Promote a strong safety culture and proactive hazard reporting; encourage all personnel to identify and report unsafe conditions, near‑misses, and incidents.
- Serve as the lead investigator for accidents, incidents, and near‑misses; conduct root‑cause analyses and develop corrective and preventive actions.
- Maintain site safety logs, inspection reports, training records, incident reports, and other safety documentation in accordance with company and client requirements.
- Provide timely safety performance metrics and incident updates to the Project Manager, client, and company H&S leadership.
- Ensure that all site personnel meet training requirements (e.g., HAZWOPER, CPR/First Aid, EM 38511 Competent Person training, UXO‑specific safety training, equipment training).
- Deliver or coordinate safety training sessions (formal classes, toolbox talks, refresher briefings) tailored to project hazard profiles and client expectations.
